Social Policy & Education: Privatisation & Globalisation *Review privatisation polices. *Develop an understanding of how globalisation affects education. *Assess the impact and significance of key education policies. ALL: to identify and explain government policies related to education. MOST: to analyse the impact of these policies on the education system, and on wider society. SOME: to evaluate whether they have contributed to gender, ethnic, or class differences in achievement. The significance of educational policies, including policies of selection, marketization and NC: privatisation, and policies to achieve greater equality of opportunity or outcome, for an understanding of the structure, role, impact and experience of education; NC: the impact of globalisation on educational policy.

Starter Questions p.82 What does privatisation mean? Define ESI. What services can private companies become involved in education? What are PPPs and how do they work? Why do local authorities have to engage with privatisation?

Key Concepts Privatisation: The process of allowing private companies and organisations to run state services, e.g. transport, health, education. Globalisation: The process by which societies, economies, and cultures are becoming more interconnected – leading to a global network. PPP (Private/Public Partnership): a joint venture run by a provate company and the government / local council, e.g. Leeds Arena, Housing Association.

NC: Globalisation Choice, Global Workforce, Global Markets, Global Education League Tables (PISA)

Privatisation & Globalisation Exam boards are private companies – some owned by foreign firms, e.g. Edexcel owned by Pearson (USA) – some exam marking outsourced to other countries. UK’s four leading educational software companies are owned by Multinational Corporations. Work is subcontracted. E.g. SIMS owned by Capita. Private education business sell services to other countries, e.g. data management, school inspections, teacher training. There is a trend towards international comparisons such as PISA (a global league table of educational standards), and the attempt to ‘borrow’ aspects of other education systems e.g. free schools were originally set up in Sweden. 1-9 Grading system (GCSE) – Imported from Europe

Privatisation: Education as a Commodity Education becoming a ‘legitimate object of private profit making’, a commodity to be bought and sold on the education market. Link to Neoliberalism / New Right Theory (dominant Socio-Economic paradigm / way of thinking) that solely focusses on reducing state involvement and allowing all spheres of public life to be controlled by private companies. HALL ‘Long march of the Neoliberal revolution’ Is ‘Academisation’ the start of the privatisation process?
