The Big Picture Strong economy with low concern about unemployment Rising concern about affordability Declining “right direction” numbers in nearly all cities Low interest in top-of-the-ticket races Modest turnout – no “blue wave” but no 2014-style collapse Regional Measure 3 at the top of the ballot measure slate, winning 53% support Continued strong support for investment in children and youth

In Richmond, support for the measure aligned with early polling. Support for 3% Budget Set-Side for Kids, 2016 Total Support 84% Total Oppose 11% Q3.

Helping homeless youth stay in school stood out as a priority in Richmond. I am going to read you a list of some specific services for children and youth that may be provided. Please tell me how important it is to you that additional funding be dedicated to that specific service. Ext./Very Impt. 95% 86% 78% 85% 84% 83% Q8. Split Sample

Programs for kids tested among the highest priorities in Yolo County. Ext./Very Impt. 62% 60% 59% 58% 57% 54% Q9. I am going to read you a list of ways in which the funds generated by this measure could be spent. Please tell me how important each item is to you personally: extremely important, very important, somewhat important, or not too important. Split Sample

Top Messages in Yolo County (BRAIN DEVELOPMENT) Research shows that 90% of a child’s brain development occurs before age five. These critical years lay the foundation for the rest of a child’s life. By expanding access to quality pre-school, we can help ensure that every child in Yolo County gets off to strong start. (SCHOOL READINESS) By increasing access to quality pre-school programs, this measure strengthens K-12 education. Studies show that kids who go to high quality pre-school are more likely to read proficiently by the third grade, and more likely to graduate and go on to college. (FAMILIES) Many of the homeless households in Yolo County are families with children. Children need stability, shelter, and early access to education so they can grow into their full potential. This measure helps homeless children get that chance. (ROADS/CHEAPER NOW) This measure provides funding for every community to better maintain its roads and to fix potholes, which costs far less in the long run than replacing roads after they have started to crumble. (ACCOUNTABILITY/LOCAL CONTROL) This measure includes strict accountability provisions such as independent citizens’ oversight of spending, public spending reports, and annual independent financial audits. All funds must be used only in Yolo County. Q11. I am going to read you some statements made by supporters of this ballot measure we have been discussing. Please tell me whether you find it very convincing, somewhat convincing, or not convincing as a reason to support this ballot measure. Split Sample
