POLICY FOR THE USE OF AUTOMATED LICENSE PLATE READERS IN PARKING ENFORCEMENT IN THE CITY OF PASADENA City Council March 13, 2017

Recommendation This is an information item only No City Council action is requested

Background As of January 2016, California Civil Code 1798.90.51 was amended to require cities that use automated license plate recognition (ALPR) equipment to develop and post a policy about the use of such equipment The Civil Code amendment requires an opportunity for public comment about the ALPR policy at a regularly scheduled meeting of the governing body of the public agency

Background The 2016 amendments to California Civil Code called for agencies who utilized ALPR systems prior to 2016 to develop policies that address: Security of the data collected Who can access the data Sharing of data Accuracy of the data Data retention policies

Background Parking Division has operated an ALPR system since 2006 to assist with parking enforcement Parking Division’s ALPR policy incorporates all requirements of the amended Civil Code

Fiscal Impact There is no fiscal impact as a result of this policy
