UNICEF and national data dissemination UNICEF has been supporting DevInfo, an inter-agency UN programme of support with a database technology at its core Over 130 countries have DevInfo adaptations

ChildInfo 1995 - 2003 DevInfo 4.0 2004 UN Endorsement 2004 UNICEF developed a database to monitor the World Summit for Children DevInfo 4.0 2004 ChildInfo upgraded and launched in April 2004 UN Endorsement 2004 Endorsed by the UN to assist Member States in monitoring MDGs DevInfo 7.0 2012 DevInfo 5.0 2006 Included first web-enabled version; May 2006 DevInfo 6.0 2009 Apr 2009

130+ countries 2012 400+ adaptations Although DevInfo has successfully spread around the globe to more than 120 countries, many are not regularly updated. This is a key lesson moving forward when looking at DevInfo7.

Weaknesses Dependent on continuous investment from UNICEF and other partners Challenge in actual capacity for data administration and updates No virtuous cycle between use and data updates A platform offered in top-down model, not a true community One of several platforms offered by international community – no integration, straining scarce resources at country level

Future directions Strong UN backing of initiative was beneficial UN feels a need to revisit technology platform, incentive structure and model for country support with a view toward sustainability Currently discussions ongoing on how the UN system can support the SDG data system in countries – this conference!

Why data dissemination platform is important in Rwanda? National Institute of Statistics of Rwanda DevInfo Rwanda Was good tool for disseminating time series indicators, Only used by NISR to disseminate some of the national development indicators, including MDGs Was used as a National Reporting Platform for MDGs under SDMX; Even though, data entry is manual (drawback), maintenance relied on external developers (limitation): It was planned to be used for SDGs reporting, It has nice dashboard for visualizing the data, It included the functionality of disseminating indicators metadata (very important), It had SDMX standard for MDGs built-in, we were waiting for the SDMX standards for SDGs, It was already institutionalized, and financial resources for dissemination tools are available. Expected further development Given that DevInfo is no longer technically and financially supported at the global level: NISR planned to report SDGs on its website for the timing being; Explore other potential data dissemination tool that the country will fully own and control. These ideas are being explored under Data Revolution Policy and capacity development programme. Data Revolution Policy approved by Cabinet in 2017 NISR Regional Statistical Training Centre to be operational this year 2018
