Pre-Battle Information The Royal Navy (England) at the time, was the top naval power in the world. German Navy was catching up in terms of both quantity and quality. British Grand Fleet -- main Royal Navy fleet during WWI -- hoped to destroy the German High Seas Fleet in battle. Both sides were reluctant to commit because Germany had little chance of winning and England had little to gain from a victory and everything to lose by a defeat.
