Camano Chlorine Response CERCLA Emergency Removal Action January 14 & 15, 2014

Site Layout

Incident Details On January, 14, 2014, a scrap metal recycler on Camano Island, was removing valves from abandoned cylinders. Upon cutting into one of the cylinders, a release of up to 35 lbs of chlorine gas occurred to the neighborhood

Response Activities Regional HazMat teams were called in to cap the cylinder using a chlorine emergency kit EPA was requested to perform air monitoring and remove the cylinder after the leak was capped VIPER-enabled instruments were deployed and continuously monitored ERRS was activated to perform removal operations ERRS sub was required due to extremely hazardous nature of removal scenario

Crawford Drive Drum Kingston, WA – Dec. 15 Kitsap Public Health was notified by PRP of one drum on residential property containing pentachlorophenol (PCP) in diesel which potentially released contents The drum and two soil samples were collected for NWTPH-Dx & SVOCs All soil samples were below detection Drum residue confirmed presence of diesel, no PCP 11/14/2018

Albina Fuel Asphalt Spill Vancouver, WA – Jan. 22 Albina’s Asphalt Storage Terminal 2 experienced a loss of approximately 203k gallons of hot asphalt stored in Tank #1 at the terminal facility Facility is located approximately 300 feet from the Columbia River Facility was inspected for SPCC in May 2013; however, no FRP coverage of facility RP led containment and assessment activities with FOSC/START and Ecology oversight 11/14/2018

Albina Fuel Asphalt Spill Vancouver, WA – Jan. 22 RP erected a temporary berm and removed top 3’ soil in the impacted area RP-led removal activities completed on January 30; review of SPCC performance on-going 11/14/2018
