MOI Security Sector Reform PRESENTED BY AHMED FARAH CADARE VICE MINISTER OF REGIONS AND ADMINISTRATION MINISTRY OF INTERIOR REPUBLIC OF SOMALILAND

Structure

Purpose Ministry of Interior strives to be efficient organization with well developed institutions that ensure National Stability and Security as the basis to foster sustainable development in the whole of Somaliland. The purpose the Ministry of Interior is to transform National Security Institutions under its command into a cost-effective, efficient, equitable, Responsive, effective in their fight against threats from Insurgents, Pirates, Terrorism, Organized Crime Networks and sustainable organizations with appropriate Policy, legal and management framework.

Achievements Police Reform ( Intelligence-led, Rights based and community partnership) Construction of Model Police Stations 3900 police officers were trained on human rights at Madera police academy Police response strategy on SGBV was developed. Dedicated women and child desks established. New national police charter was produced and roll out in all the regions. 260 new young educated police were a recruited, 150 is a female young and educated were also recruited Introduction to Text alert System

Achievements ( UNODC) Costal guards officers received training on engineering, maintenance, boat handling and maritime law. ( EUCAP NESTOR) restructuring, In the process of drafting Somaliland Maritime law, training senior and middle rank officers. Provided communication equipment and transportation Immigration( Installed personal identification system at all major entry points)

Challenges/Gaps Maritime security: Coast guard facilities, equipment and training; surveillance systems; investigative capabilities; maritime legal institutions and expertise Community policing: regulatory and oversight framework; greater community accessibility to qualified police; public order capabilities enhanced, communication equipment and transportation Natural resource conflict prevention: oversight , inclusion and accountability mechanisms established for national resource management; decentralized mediation processes institutionalized

Challenges/Gaps Border control: patrol and detection capabilities enhanced; root causes of tahriib understood and addressed; Security sector coordination reform: Develop National Security Strategy; establish nationwide intelligence communications architecture and fusion center SGBV prevention: greater legal effectiveness on SGBV issues; community-level responsiveness; greater police awareness and training

Way Forward Development of Administrative and National Security Strategic plan Strengthen implementation capacity and regulatory framework for the security agencies under MOI Strengthen the administrative and security organizations in under- developed eastern regions Establishment of Counter Human Trafficking Agency
