As a junior operator, you are subject to all driver's license suspensions. Amendments to legislation impose increased penalties for certain violations issued to junior operators. These include the Junior Operator Law and the Safe Driver Law. The purpose of the Junior Operator Law is to reduce teen driver crash rates and deaths. You must serve any imposed suspension to completion even if you reach the age of 18 before the period ends. All junior operator suspensions are mandatory suspensions by law. Junior operators are not eligible for hardship licenses. Reinstatement requirements vary based between a Junior Operator's License and a learner's permit. Depending on the violation, junior operators may need to: Complete a Driver Attitudinal Retraining Course Complete the State Courts Against Road Rage (SCARR) program Pay a reinstatement fee, ranging from $100 - $1,000 Take a full exam which includes both the learner's permit exam and road test

No person under 18 years of age shall use a mobile telephone, hands-free mobile telephone or mobile electronic device while operating a motor vehicle on any public way. For the purposes of this section, a junior operator shall not be considered to be operating a motor vehicle if the vehicle is stationary and not located in a part of the public way intended for travel. A junior operator who violates the preceding paragraph shall be punished by a fine of $100 and shall have his license or permit suspended for 60 days for a first offense and shall not be eligible for license reinstatement until he also completes a program selected by the registrar that encourages attitudinal changes in young drivers; for a second offense by a fine of $250 and shall have his license or permit suspended for 180 days; and for a third or subsequent offense by a fine of $500 and shall have his license or permit suspended for 1 year. JOL Time Restrictions No operation 12:30am to 5am Year Violations 2013 49 2014 17 2015 19 2016 16 2017 No person holding a junior operator's license shall operate a motor vehicle between the hours of 12:30 a.m. and 5:00 a.m. unless accompanied by a parent or legal guardian. The holder of a junior operator's license shall have the license in his possession at all times when operating a motor vehicle. A junior operator who violates the time restriction provided in this paragraph shall be deemed to be operating a motor vehicle without being duly licensed under this chapter. In addition to the penalty provided in section 10, the license of a junior operator deemed to be operating a motor vehicle without being duly licensed shall be suspended for 60 days for a first offense, for 180 days for a second offense and for 1 year for a third or subsequent offense; provided, however, that for such operation between the hours of 12:30 a.m. and 1:00 a.m. and between 4:00 a.m. and 5:00 a.m., this paragraph shall be enforced by law enforcement agencies only when a junior operator has been lawfully stopped for a violation of the motor vehicles laws or for some other offense. A junior operator whose license is suspended for a second or subsequent violation of this paragraph shall not be eligible for license reinstatement until he also completes a program selected by the registrar that encourages attitudinal changes in young drivers who have committed a violation of the motor vehicle laws.
