Kenya National Bureau of Statistics (KNBS) Gaps, Challenges and Good Practices: Applying a human rights-based approach to national data in KENYA Presented at the fourth Intersessional Expert Meeting on Mainstreaming a Gender Perspective in the implementation of Agenda 2030, 2nd May 2018 Kenya National Bureau of Statistics (KNBS)

1. Introduction…/1 KENYA Land Area 580,609 sq. km Population HDI: 0.555 (2016) KENYA Land Area 580,609 sq. km Population 46.6 million (2017) National Government: 1 County Governments: 47 Languages Swahili (official), English

Introduction…/2 Agenda 2030 is well aligned with Kenya’s long-term development framework, the Kenya Vision 2030. Data collection process in Kenya for SDGs is consultative and involves the participation of stakeholders i.e. Development Partners, Civil Society Organizations (CSOs), Kenya Private Sector Alliance, women and youth, among others.

2. Key Milestones .../1 Prioritization of SDGs and the Government’s focus on the ‘Big Four’ All Ministries, Department and Agencies (MDAs) are mainstreaming the SDGs into their policies, plans, budgets, monitoring and evaluation systems. SDGs are mainstreamed in Performance Management Systems and Frameworks.

2. Key Milestones .../2 The Government’s ‘Big Four’ Agenda focusses on enhancing growth in the Manufacturing sector, Improving Food security, Health and adequate housing. This will create needed synergies that will impact positively on the welfare of Kenyans, particularly women and youth, through increased employment opportunities and improved services.

Key Milestones .../3 Domestication and localization of the SDGs Indicators Identified and mapped 128 indicators out of the total global indicators for initial national indicator framework Free Access to data All published statistics are availed in soft copy on the NSO website www.knbs.or.ke as well as the microdata, after anonymization to safeguard confidentiality of respondents.

2. Key Milestones .../4 Collaboration with Kenya National Commission on Human Rights (KNCHR) The National Statistics Office (KNBS) and the National Human Rights Institution (KNCHR) signed a Memorandum of Understanding (MOU) in 2017 to mainstream a human-rights based approach to data, and in particular, to official statistics.

Establishment of sector specific statistics Technical Working Groups 2. Key Milestones .../5 Establishment of sector specific statistics Technical Working Groups i.e. environment statistics committee; education statistics; gender statistics; governance, peace and security statistics etc. Meet on a quarterly basis and hosted by one agency while each institution sponsors their representatives to meetings lasting 2-4 days. The Bureau provides secretariat services KNCHR is a represented in two of the committees; gender, and governance, peace and security

3. Good Practice…/1 Collaboration between KNBS and KNCHR Increased awareness on mainstreaming a human-rights based approach to data. Identified groups/individuals ‘left behind’ in the monitoring of SDGs Involvement of Stakeholders Participation in the data derivation process (planning, tools preparation, data collection. analysis and dissemination)aggregation, self-identification, transparency, privacy and accountability. 10

3. Good Practice…/2 Statistical processes at KNBS involve participation (√), Data disaggregation (usually by sex, age, location (√)), self-identification (not fully adopted), transparency (√), privacy (√) and, accountability (√)

Good Practice…/3 Example of the 2019 Kenya Population and Housing Census (KPHC) tools preparation Consultative process anchored on international standards Inclusion of various stakeholders, including NHRI and non- state actors Result incorporation of additional indicators for monitoring SDGs and human rights (to be piloted in August 2018)

Example: Ethnic Minorities Included all known ethnic groupings in Kenya. Piloting will be in August 2018. The approach adopted is to be as exhaustive as possible

4. Gaps, Challenges and Way Forward Inadequate disaggregated data Review the National Statistical System (NSS) in light of the SDGs and expand levels of disaggregation . Slow adoption in monitoring some human rights-based indicators Intensified awareness creation and capacity building. Inclusion of those indicators where consensus has been made Monitoring of Goals whose methodology not yet been finalized (Tier III indicators)
