6 changes in EURLs per 1-1-2018 Foodborne viruses: SE (Livsmedelsverket, Uppsala) Replacing JRC (Geel) EURLs: DK (DTU): METALS AND NITROGENOUS COMPOUNDS IN FEED AND FOOD DK (DTU): PROCESSING CONTAMINANTS NL (RIKILT): MYCOTOXINS AND PLANT TOXINS IN FEED AND FOOD FR (ANSES): Ending EURL on Milk and Milk products Designation EURL zootechnics: SE (Interbull); (EC) 882/2004 Annex VII; from 1-11-2018 as EURC -Analysis of the current coverage offered by the mandates of the existing EURLs might resulted in new area for EURL for Foodborne viruses -Former JRC EURLs: adjustment and re-shaping of existing mandates to mirror reprioritisation of policy needs where appropriate. -As of 1 November 2018, the INTERBULL Centre will operate as the European Union reference centre responsible for the scientific and technical contribution to the harmonisation and improvement of the methods of performance testing and genetic evaluation of purebred breeding animals of the bovine species as designated by Commission Implementing Regulation (EU) 2017/1422[3], based on Article 29(1) of Regulation (EU) 2016/1012.

EURL/C network 2018 46 active EURLs 1 EURC 27 Food and Feed safety 19 Animal Health 1 EURC Budget for 2018: 17.000.000 € Actually the EURL network per 1-1-2018 consists of 46 Labs. One new EURLs has been selected in 2017 :Foodborne viruses Ending of EURL on milk and milk products. The rules governing the financial support are laid down in an annual administrative arrangement.

What to expect from EC ? Coordination of EURL/C by related policy area Evaluation of EURL work programmes and reports Performing public Calls by policy units and coordinating unit Maintaining SANTE Database on EURL/C, work program and NRLs These are some aspects of the activities done by EC regarding EURLs. -EC organizes the annual Directors meeting and address horizontal issues and improvements. The last directors meeting was in 2014. Due to internal reorganisation we were not able to schedule a meeting in 2015. So now we pick up the routine from 2016. -all EURLs are linked through the desk officer to their specific policy area in DG SANTE; -the work programme and reports are evaluated by these policy areas on the technical aspects; the financial aspects are coordinated by the financial unit. -new calls are managed by the relevant policy area and the coordinating unit; -DG SANTE manages currently a database with details of the different EURL and their NRLs, data protection rules do not allow us to share these data for instance in the contact details. Since granting direct access to the database to EURLs for adding modifications is not possible, EURLs should send alerts to DG SANTE for updating the database. The written agreement of NRL staff for inclusion in the database will also be requested. (DG SANTE will provide a Standard Operating Procedure on the management of this database and the ways forward )

NRLs Actually, in most MS, one or two laboratories/institutes perform the majority of NRL tasks NETHERLAND: In this MS, 5 institutions hosting 49 NRLs. The highest is WUR (Central Veterinary Institute of Wageningen UR ) with 31. BELGIUM: There are 12 institutions supporting 55 NRLs in Belgium. They are two main institutions IPH (Institute of Public Health) with 18 NRLs and CODA-CERVA with 16.

NRLs ESTONIA There are 5 institutions hosting 43 NRLs. The highest is VFL (Veterinary and Food Laboratory) with 25. FRANCE There are 8 institutions hosting 56 NRLs in France. The highest is ANSES (French agency for food, environmental and occupational health safety) with 37.

This institution is NMVRVI (National Food and Veterinary Risk Assessment Institute). HUNGARY In Hungary, one institution for 47 NRLs. NEIBH (National Food Chain Safety Office)

Re-shaping existing mandates EURLs contaminants Member States to reflect on scope related NRLs Calls, selection and designation Plant Health EURLs Member States to designate NRLs for Plant Health (2019) Designation EU reference centre on animal welfare Call closed and selection process ongoing Member States to communicate name and address of each NRL to relevant EURL, other Member States and European Commission! Analysis of the current coverage offered by the mandates of the existing EURLs might result in some new areas for EURLs -the creation of new EURLs or the broadening of the mandate of existing ones to respond to possible new/emerging needs; --the adjustment or re-shaping of existing mandates to mirror reprioritisation of policy needs where appropriate.
