Albanian Beneficiaries – Advance Payment 1/3 Interreg IPA CBC Programme "Greece - Albania 2014 - 2020" Albanian Beneficiaries – Advance Payment 1/3 According to article 4 of Bilateral Agreement signed between the Greek Ministry of Economy and Development and the Albanian Ministry for Europe and Foreign Affairs “the maximum amount of pre-financing that can be requested by a beneficiary amounts up to 20% of its EU contribution”; The Ministry for Europe and Foreign Affairs is the guarantor for the pre-financing against the Managing Authority of the Programme, the Certifying Authority and the European Commission “The guarantor indicates in writing to the MA the beneficiaries for which pre-financing is guaranteed and undertakes in writing the responsibility towards the MA/CA to reimburse any unduly paid amounts of pre-financing received by project beneficiaries located in Albania, not repaid to the MA/CA” INFO-DAY ON PROJECT IMPLEMENTATION STRATEGIC AND 2nd CALL PROJECTS Albania, 04-06/06/2018

Albanian Beneficiaries – Advance Payment 2/3 Interreg IPA CBC Programme "Greece - Albania 2014 - 2020" Albanian Beneficiaries – Advance Payment 2/3 Following the guarantee given by the Ministry for Europe and Foreign Affairs, each beneficiary should submit a official written request for pre- financing, sign by the legal representative, to the MA/JS and copy to the Lead Beneficiary. The request should include the following: Beneficiary name Project name and acronym Name of the Bank Name of the bank account IBAN number Swift code EU contribution of the project Pre-financing amount (up to 20%) The Financial Identification Form of the Bank account should be attached to this request. In case of the Albanian beneficiary is the Lead beneficiary of the project, the relevant Bank data should be the same with the ones declared in the AF INFO-DAY ON PROJECT IMPLEMENTATION STRATEGIC AND 2nd CALL PROJECTS Albania, 04-06/06/2018

Albanian Beneficiaries – Advance Payment 3/3 Interreg IPA CBC Programme "Greece - Albania 2014 - 2020" Albanian Beneficiaries – Advance Payment 3/3 Following the official written request by the beneficiaries: The MA/JS make all necessary checks and forwards the request to the Certifying Authority; The Certifying Authority proceeds with the transfer of the pre-financing to the Lead Beneficiary of the project bank account; The Lead Beneficiary transfer the pre-financing to the bank accounts of the respective Albanian beneficiaries participating in the project; INFO-DAY ON PROJECT IMPLEMENTATION STRATEGIC AND 2nd CALL PROJECTS Albania, 04-06/06/2018

Albanian Beneficiaries - Additional IPA Payments 1/3 After the submission of the certificates and their integration in the payment requests, IPA reimbursement is received by the Certifying Authority and transferred to the Lead Beneficiary, who will in turn transfer it to the respective beneficiaries within one (1) month from its receipt. Transactions are performed in euro (€) and in whole, without deductions for bank charges, etc.; The amortization of payments of the received pre- financing is made in installments by deduction from subsequent payment claims of the beneficiary.
