Pasadena Tourism Improvement District (PTBID) Recommendation It is recommended that the City Council adopt a Resolution to establish the Pasadena Tourism Improvement District (PTBID) under the Property and Business Improvement Law of 1994, Streets and Highways Code § 36600 et seq., that authorizes the City to establish business improvement districts for the purposes of promoting tourism to levy assessments on hotels and set a public meeting on March 12, 2018 and a public hearing on April 16, 2018 on the formation of the PTBID and the levy of assessments on lodging businesses.

Pasadena Tourism Improvement District (PTBID) Background The Pasadena TBID (PTBID) was initially formed by City Council in 2003 under the Parking and Business Improvement Area Law of 1989 (the ‘89 Law) The PTBID assessment was set at 2.89% of gross hotel room rental “The primary purpose of these activities is to promote tourism within the district” Renewal This renewal seeks to modernize the PTBID by allowing the ‘89 Law PTBID to expire and re-establishing the PTBID pursuant to the Property and Business Improvement District Law of 1994 (‘94 Law) similar to Old Pasadena Management District, Playhouse District Association, and South Lake Business Association

Pasadena Tourism Improvement District (PTBID) Renewal Very little will change: TBID funding will be secured for 5 years (as opposed to annually) Boundary, Services, Assessment, Collection and Management will remain consistent The PCOC Board will be strengthened by providing experienced Hospitality, Arts, Technology and Hotels partners to the Board of Directors City will continue to approve PCOC CVB Budget City Manager Rep and City Council Member will continue to have seats on the PCOC Board Petition drive resulted in a 81.42% approval of assessment from hotels
