Budget Trends

DoD RDT&E and Procurement Trend All data is FY04 PB / FY04-09 FYDP, FY04 Constant Dollars. DoD Procurement spending continues a steady rise over FYDP. DoD RDT&E spending peaks in FY05 before declining in FY06, then remains relatively steady through the outyears.

DoD Munitions RDT&E and Procurement Desert Storm Buy-Back This chart shows just the Munitions portion of the DoD budget, with RDT&E and Procurement broken out. As with overall DoD investment, munitions procurement has mostly steady increases over the FYDP, and munitions RDT&E stays relatively constant.

Smart Munitions vs. Other Munitions Procurement Trend We’re describing "smart" munitions here simply as those that employ some type of terminal guidance against their targets. Beginning in FY05, a little more than half of FYDP munitions procurement spending is on smart munitions. Other Munitions Procurement in FY04 PB: Navy and Air Force have steady investments over the FYDP in General Purpose bombs. Army and Marines have large investment in artillery rounds and 120mm tank rounds along with small and medium caliber ammo. All services have steadily increasing investment in 2.75” rockets.

Smart Munitions Procurement By Service FY04 PB Smart Munitions Procurement MDA turns PAC-3 procurement over to Army in FY04. Army has large investment in PAC-3 and Guided MLRS Rocket System (GMLRS) in FY04, as well as in Joint Common Missile beginning in FY07. Navy has steady investments over the FYDP in Extended Range Guided Munition (ERGM), TOMAHAWK and Rolling Airframe Missile (RAM). Air Force spending is mostly constant over FYDP, with largest investments in Joint Air-to-Surface Standoff Missile (JASSM), Sensor Fuzed Weapon (SFW), and Joint Direct Attack Munition (JDAM). Marine spending focused primarily on Complementary Low Altitude Weapon System (CLAWS) missile and pedestal-mounted Stinger over FYDP.
