Background Pipeline Operator’s goal – Incident free operation, invest substantial human and financial resources to protect the pipeline Pipelines traverses through different regions In pipeline failure emergency, multiple departments need to collaborate, sharing data and information about actions to be performed. Emergency Resources are not on network and interaction among departments and emergency corps are limited. Result in slower response in emergency

Major Pipeline Emergency Challenges Multi Site Operations Large Volume of high pressure gas transportation Pipeline traverses different geographical area Un authorized third party activities Emergency Services (Fire/Police/Hospital etc.) not near vicinity

Geographical Information System for Emergency Response Emergency relevant data have many attributes i.e. Incident Location, Pipeline details, Emergency facility location details, approach roads etc. Geographical Information System plays a vital role to access different attribute information with one platform. GIS support decision making by facilitating the integration, storage, querying, analysis and reporting centralised information. GIS have a new type of mapping systems which is highly responsive mapping framework support API. With the use of GIS functionalities over the Web enable different department can act on single centralized platform.

Proposed Emergency Event Support System EESS is the real-time integrated web GIS Application, supporting Emergency Response Plan of Pipeline Gas Transportation. enable user to trace the incident location on map along with Village Name and Taluka Name give best suitable Facility Location around 5 – 10 km buffer area of Incident Location provide the best shortest route along with direction and distance from facility to incident location.

Google Map API Services Basic Architecture PostgreSQL Database Server with JSP, JDBC User’s Computer browser with JavaScript Map API Spatial Layers Attribute Data Google Map API Services DATABASE APPLICATION SERVER USER INTERFACE The basic components are PostgreSQL database, web-server, Map API, Internet and clients.

Development of EESS Database Design – PostgreSQL Preparation of GIS based Pipeline data, Importing GIS data into PostgreSQL Entity Relationship gid, id, fid_1, backfillin, bends, chainage, coating_no, date_of_ut, dist, laying, heat_no, testing, coating0, link_test, lowering, pipe_dia, length_m, material, pipe_no, pretesting, radiograph, coating, remarks, restoratio, sec_length, stringing, tcp_date, "temp", mm, welding, weld_no, wps_no, shape_leng, village, latitude, longitude, taluka, the_geom, bakpl_pipe "name", address, phone, "type", thepoint_lonlat emergency_loc places

Development of EESS System Application Prototype Design Develop System such that it easily retrieve data from database and display as user need Map API, Server & Dynamic Web Page Language Map APIs are used for displaying GIS layers and its directions services are utilized for generating shortest route dynamic web language pages provides dynamic content to the web Application Design With the help of database and API desired output can be generated. Main feature of the application is to use direction services which communicate with API for receiving direction request and returned the computed request.

Conclusion & Future Work The web GIS EESS system is proved useful for easily finding Incident location along with emergency information at single platform. Easing interoperability among emergency facility locations Easily provide user selected approach route for easy access of incident location. In Future, options for integration between SCADA and Web GIS EESS shall be made to avoid manual entries. To develop customised mobile app and provide to emergency facility provide, it will enable to get incident information on real time.
