Vietnamization and End of War First, he practiced Vietnamization by replacing American troops with the South Vietnamese. After a year, however, the doctrine would not work. His second proposal sent Henry Kissinger to negotiate with the North Vietnamese to end the conflict. The last step included the escalation of bombing and air strikes upon North Vietnam despite his withdrawal of American troops.
