TOPS Bills HB 161 Provides, under specified circumstances, for repayment of a Taylor Opportunity Program for Students (TOPS) award HB 399 In the event of a budget shortfall, all stipends (except National Guard) would be eliminated; available funding would be distributed among all students who scored 30 or above on the ACT OR had an EFC no greater than twice the twice the Pell-eligible amount; if not sufficient to fund all students meeting these criteria, the funding would be distributed among these students on a pro-rata basis; if funding sufficient to award all students meeting criteria, remaining funding would be distributed pro-rata to remaining students

TOPS Bills HB 413 HB 414 SB 141 Creates the TOPS Transfer Award Raises GPA to maintain TOPS Opportunity Award from 2.30 at the completion of 24 hours to 2.50, and from 2.50 at the completion of 48 hours to 2.75 SB 141 Provides that a student who enters college after January 1, 2019, and who completes his baccalaureate degree in 3 years and who does not use the remaining year of eligibility to attend graduate or professional school may claim a tax rebate for 3 calendar years; student must file LA resident tax return, be current in filing and payment of LA income taxes, and have complied with all LA tax laws

TOPS Bills SB 380 Creates the TOPS Second Chance Award  SB 394 Creates the TOPS-Tech 2Plus2 Award SB 450 Changes TOPS award amounts SB 452 Adds changes to TOPS and TOPS Tech

TOPS Bills SB 454 Creates the TOPS Tech Second Chance Award and the TOPS Tech 2Plus2 Award This bill combines SB 380 and SB 394 into one bill

START Bills HB 87 HB 487, HB650, SB379, SB386, and SB 448 Allows students to use START funds at an out of state proprietary school, provided the school is licensed by an out-of-state public postsecondary education board, accredited by a recognized national or regional accrediting body, and eligible to participate in a program under Title IV of the Higher Education Act of 1965, as amended. HB 487, HB650, SB379, SB386, and SB 448 Allow for use of START Savings Plan funds for the payment of tuition expenses for K-12 up to $10,000 per calendar year
