Dispatch Radio Console 11/15/2018 Dispatch Radio Console Q&A Who has “digital” (P25) radio channels into their PSAP? Of these PSAP’s, which ones leverage the advanced features of P25 (Radio ID, Emergency, etc.)? If not, why? Which PSAP’s back up their neighbor for radio communications? One of the possible reasons is the limitations of the CIRCUIT!

Dispatch Radio Console-Today 11/15/2018 Dispatch Radio Console-Today Basic design-Two building blocks Dispatch Position-Typical GUI (PC w/Monitor) Interface Box Microphone, speakers (Select/Unselect, Monitor 1-X) headset interfaces, footswitch etc Dispatch interface relatively unchanged from “Legacy” BUT What really matters is “Beneath the hood” In this case, the backroom!

Dispatch Radio Console Today 11/15/2018 Dispatch Radio Console Today Backroom equipment-Circuit Based Typical Equipment may have a different look, but it will still have modules or interfaces to legacy circuits only May have gateways or Radio over IP interfaces, but they still connect to the same old radio circuits The equipment will connect to a trunked radio system via wireless radios only (Control stations) Backroom equipment is NOT capable of a network connection to RFSS (RF Sub System, also referred to as the “Core”)

An assembly of servers, switches and gateways. Backroom equipment connections to RFSS(RR Sub System) via dual network connections (redundancy) IE Patch Cables Gateways are utilized to connect to Legacy radios Any controls stations utilized are for backup or recording purposes Basically network equipment with backwards capability to Legacy circuits

Dispatch Radio Console to wide area communications network 11/15/2018 Dispatch Radio Console to wide area communications network Wireless Description Architecture based in circuit technology IE Backroom equipment similar to Legacy console systems Compatible with legacy conventional radio systems Does not allow for supervisory dispatch (dispatch interrupt) control of wireless radio resources Dispatch same priority level as any field radio PSAP Redundancy with neighbors limited (Same as today) Encryption limited on a per channel talkpath basis Expanding qty of talkpaths via wireless requires additional hardware and installation Radio w/antenna system, connectivity, interface port/gateways, etc Not CSSI Capable (P25 Console Sub System Interface) Wireless

NOW TO TIE IT ALL TOGETHER! 11/15/2018 NOW TO TIE IT ALL TOGETHER! A single trunked radio site has extra capabilities and resiliency over a conventional infrastructure, but the real benefits for public safety are realized when trunked communications sites and PSAP’s are connected (Networked together).

Is console (X) capable of emergency radio ID on a P25 trunked system? How does console (X) handle encryption? End to end? Per channel/talkgroup?

PSAP Console-What to do? 11/15/2018 PSAP Console-What to do? Console choice is not mandated! Window of opportunity 12 out of 22 ND PSAP’s own dispatch equipment reaching end of life. Measure twice, procure ONCE! Educate yourself and your local vendors Keep an eye on big picture of public safety communications in ND (Today and Future) Take the “long view” IE Do not simply replace what you currently have
