New COSMO Procedure COSMO General Meeting, Zürich 19-23 September 2005

Background Feedback from WPC meeting: --> lack of man power --> lack of discipline Cooperation and (friendly) Competition between consortia needed

New Structure / working procedures Definition LM Strategy (STC, Input by Science Advisory Committee, SAC). Horizon: 5 years. SAC = WP coordinators + SPM SAC suggests Themes for Projects  1-3 per WG  project outline (< 1 page) 1-3 per WG  SPM/STC defines form und content of outline (template)  SAC prioritises list.

New Structure / working procedures STC chooses one-digit number of projects. Assigns PL PL formulates Project. Split up into tasks (incl. duration and expenses) COSMO Members: declare, which of the tasks they want to work on  this counts for the 2 FTE / year a member must offer  work that is not performed within the priority projects is welcome but does not count for the 2 FTE/year

Attribution of Ressourcees The two FTE contributions from each COSMO member will be devoted to: 1) Research and Development Priority Projects: 2) Management of Support

Draft strategy Longer-term perspectives (3-5 years) 1. High-resolution, short-range EPS available  optimally: each COSMO member contributes 2 ensemble members 2. Assimilation of ‘all’ available data  sfc / profiles / radar / satellites…  high resolution  also slowly-changing information (soil moisture, vegetation state, etc) 3. LM performance is known and critically discussed  example of ECMWF  includes dissemination of results
