Purpose Convey briefly the importance of Job-Site Safety

Learning Objective Students should be able to : List and describe briefly the main reasons for having a safe job site. List and describe briefly some of the cost issues involved with job-site safety.

Need for Safe Practice Humanitarian Concerns Economic Costs and Benefits Legal and Regulatory Considerations

Other Issues Most large firms have proactive safety programs for prior reasons. Most large private sector Owners will force laggard Contractors to have a proactive safety program. Person with “deepest pockets” will be sued by plaintiff attorneys on a contingency basis forcing everyone to be concerned.

Humanitarian Concerns – Employer Responsibilities Provide a reasonably safe work place Provide reasonably safe tools, materials, and equipment Use reasonable care in selecting employees Enforce reasonable work rules Provide training Issue reasonable work orders

Economic Costs and Benefits Direct Cost of Previous Accidents Insurance premiums and ratings Mandatory measures Records and personnel

Economic Costs and Benefits Direct Cost of Each Accident Delay to Project Uninsured damages Lost production Bad attitude

Economic Costs and Benefits Indirect Cost of All Accidents Investigation Loss of skilled workers loss of equipment

Legal and Regulatory Federal Legislation Various safety acts OSHA requirements How 1&2 are applied Conferences with employer Worker representatives Inspections Conference Record Keeping Safety Program New personnel training Continuous inspections Worker briefings – “tool box” meetings Written programs

Legal and Regulatory Texas Legislation Favors Employers Mainly concerned with keeping Workers Compensation Insurance claims to a minimum. Texas is NOT a Safe State in which to work in construction or manufacturing.
