Vetting Form Prior to on-line registration the vetting form was used to identify cleared facilities for SWFT accounts. Vetting forms are now obsolete since on-line registration is now used for establishing accounts. Access
There are five (5) options for Industry to submit fingerprints electronically to initiate the background investigation. Industry may implement one or more options based on funding, mission needs and geographic locations. Option 1 – Purchase Option 2 – Sharing Option 3 – Outside Contractor Option 4 – Channeler Option 5 - Government OPTIONS Options
Options Option 1 – Purchase Company purchases eFP capture/hardcopy scanners to submit fingerprints electronically to SWFT. Vendor must be an FBI‐certified product located on the following website: https://www.fbibiospecs.org/IAFIS/Default.aspx Employee Capture Station DMDC-SWFT OPM FBI Options

Options Option 3 – Outside Contractor Company purchases eFP capture/hardcopy scanner to submit fingerprints electronically to SWFT for their company and on behalf of other companies. Must submit an LOA on company letterhead, signed by KMP authorizing another cleared company to submit eFPs on their behalf. Employee D Capture Station A or DMDC-SWFT OPM FBI A, B, C Options
Options Option 3 – Outside Contractor and PII You are not limited to one option. Many companies register with a Channeler and have Third-Party Vendors. Safeguarding Personally Identifiable Information (PII) is the responsibility of every Federal agency and all users of Federal information and information systems. As a user of DoD information systems, you are responsible for protecting PII from unauthorized use or disclosure, as required by Federal laws and DoD regulations. In order to support authorized PII data sharing, DSS makes the following recommendations. Companies or vendors who wish to provide fingerprint services to other companies enter in an agreement with each other, allowing the service provider to have their SWFT account be associated with the other company’s CAGE Code. DMDC will receive a copy of any such agreement prior to associating SWFT account with CAGE Codes of other and unrelated companies. Options
Options Option 4 – Channeler Allows cleared companies to receive an eFP from an FBI approved Channeler. Channeler is allowed to receive/ process eFPs and submit eFPs to SWFT either by any sharing company or eFPs are submitted by each owning company. Cleared Capture Station Cleared DMDC-SWFT OPM FBI Facility or Third Party Channeler Vendor Channelers are the approved method of submitting your fingerprints without having to purchase an eFP. How many of you take your own ink fingerprints? Then you could continue to use that method. Options
Options Option 4 – Channeler (Cont’d) DO NOT confuse the list of approved FBI channelers that can be found here: http://www.fbi.gov/about-us/cjis/background-checks/list-of-fbi-approved-channelers with the DSS/OPM approved Channelers. The channelers that are found at this link are FBI approved channelers. The only DDS and OPM approved channelers are: Inquiries Inc. and Fieldprint, Inc. Inquiries was at the NCMS meeting in March where Donna, Kristi, Scot, Patty attended. Inquiries is located in Maryland and does digitize ink fingerprints. They have been authorized to submit for a Cleared Facility. Fieldprint has an office in Fredericksburg, however I have not seen a presentation from them and do not know if they digitize ink fingerprints nor do I know if they are authorized to submit directly for a facility. Options Option 5 – Government Company partners with the military services or other government services participating in the NISP for eFP submission. Registration Registration The SWFT Scanner Registration module on the SWFT Web Application provides an automated solution for registering new scanners and/or editing the registration information of existing scanners. TEST All fingerprint scanner equipment and software must be first tested with SWFT and OPM before they can be used for production eFT submissions. The SWFT Coordinator assists with arranging test sessions with OPM and will also assist in resolving potential issues with the test eFT files. Testing
