Overview Accessibility Working Group Progress Update Future Work RVAAC Update Summary Open Discussion/Questions

NGEC Accessibility Working Group Update Accessible restroom layout with key accessibility features were developed and presented to the Accessibility Working Group (AWG) Various seating layouts to accommodate 2 wheeled mobility devices (WhMD) were also developed and presented to the AWG Issues related to containment of WhMD at accessible locations were identified Manueverability of scooters using mock-up to access seating location was recommended Issues with stowage of scooters were identified

Draft Final Report to TSC for Review Draft Final Report was developed and sent to TSC for review and comments. Comments on the following were received Suggestion for physical mock-up to truly access maneuverability of scooters. Clarification was made in the report to state that the actual turning radius of scooters depends on the design of the scooter, but all scooters have turning radii that are much larger than power wheelchairs. Schematic provided by industry member was included for illustration purposes with the permission of the commenter. Turning radius diagram showing scooter rotating on outside wheels Industry member feels that scooter may have less maneuverability than suggested in the report

Draft Final Report Review – Con’t Concerns over the recommendations of including a sharps container in the accessible restroom May become a target of vandalism by people looking for needles for illicit drug use. Additional maintenance for service providers Evacuation chair recommended in report was identified as possibly having maneuverability issues due to aisle width.

Future Work FRA intends to work with Volpe Center and Oregon State University to test the containment issues identified in some of the seating layout scenarios Normal operations loading Passenger rail equipment 8g longitudinal loading for accident scenarios Possible over the road relative motion measurement Require cooperation from passenger rail service provider Use result to inform the disability community and US Access Board about containment and possible securement of WhMDs.

RVAAC Background And Update US Access Board established the Rail Vehicle Access Advisory Committee in 2013 Develop consensus recommendations for the US Access Board’s use in updating sections of the ADA guidelines related to passenger rail vehicles.  Some recommendations were based on the work of the AWG Final report submitted on July 29, 2015 to US Access Board for Consideration Report is on the agenda of the US Access Board Report is available at the link below https://www.access-board.gov/guidelines-and-standards/transportation/vehicles/rail-vehicles-access-advisory-committee/final-report FRA and Parsons Brinkeroff abstained Cal DOT, Metra, NE Illinois Regional Commuter Railroad Corp, MTA of the State of NY, Talgo, Inc. disapproved Two organizations supporting the report also submitted minority reports Metropolitan Transportation Authority of the State of New York with assistance of Alstom Transportation developed and submitted a third minority report. Alstom did notapprove sending the report to the Access Board.

Summary Recommendations for accessibility are being finalized. Investigation of dynamic motion of WhMDs under normal and accident loading scenarios to be undertaken Results will be used to refine seating arrangement recommendations and to inform the industry as the US Access Board considers the recommendations from the RVAAC RVAAC recommendations for improved accessibility on rail vehicles report is on the agenda of the US Access Board
