Changes in the Rotating Homeless Shelter Business 2007-2018 Shelter Population has grown from 3-5 to 15-18 Was mostly Middle-Aged Male Alcoholics Now Gender Equity, Much Younger, Many More Opioid Addicts More Shelter Guests Struggling with Mental Illness Challenge of Dual Stigmas: Addict/Mentally Ill and Homeless Okay to Not Like the Homeless and Voice That Opinion; No Matter What Position You Hold in our Community State Office of DHHS Does NOT Respect our Housing Efforts

RATI Guests not Ready for Independent Living Coping with Substance Use Disorder and/or Mental Illness Possessing Few (if any) Basic Skills: Cooking, Cleaning, Budgeting Unable to Cope with Isolation Unable to Understand Adult Consequences for Actions Possessing Little/No Work Ethic/Few Employability Skills Need Supportive Housing Opportunity to Develop these Skills and Bridge the Gap Between Homeless Shelter and Independence
