Connecticut DMV Motor Voter Process 2018

OVERVIEW As part of the National Voter Registration Act of 1993 (NVRA), DMV is required to provide Motor Voter services in conjunction with its licensing and change of address transactions. As of August 8, 2016, DMV and SOTS began a streamlined process for collecting and transmitting voter registration applications electronically. Automate Streamline Efficiency Consistency Timely

VOTER REGISTRATION APPLICATIONS CAN BE PROCESSED: 1. IN PERSON: IN CONJUNCTION WITH LICENSE/ID CARD TRANSACTIONS New Renewal/Reissue (with or without a Change of Address) Duplicate or Exchange (with or without a Change of Address) BY MAIL ALONG WITH A DMV CHANGE OF ADDRESS TO QUALIFY: Customer must be at least 17 (18 by election day) Customer must be a U.S. Citizen

IN-PERSON LICENSING TRANSACTIONS

DMV EXAMINER PROCESSES CREDENTIAL TRANSACTION System knows customer is at least 17 and a U.S. Citizen

When processing a change of address during the issuance process, the system will ask if the change of address is for voter registration purposes.

**HIT ENTER FOR VOTER REGISTRATION APPLICATION** DMV’s system will automatically populate the voter registration application and internal entry screen for all eligible customers and potentially eligible customers (those with unknown citizenship status and 17 year old customers).

DMV VOTER REGISTRATION APPLICATION Examiner presents this document to the customer and offers the customer the opportunity to apply to register to vote or change name or party affiliation. The customer completes and signs the form and hands it back to the Examiner for entry.

Voter Registration Application Entry Screen This is the voter registration screen. Examiners complete this screen using the voter registration application the customer completed.

DMV VOTER REGISTRATION RECEIPT – SELECTED TO APPLY Sample Receipt: Confirmation that the customer applied through the DMV This receipt will automatically print. The Examiner will hand the receipt the customer.

DMV VOTER REGISTRATION RECEIPT – DECLINED TO APPLY Sample Receipt: Confirmation that the customer declined to apply at the DMV This receipt will automatically print. The Examiner will hand the receipt the customer.

DMV VOTER REGISTRATION RECEIPT – SELECTED ALREADY REGISTERED Sample Receipt: Confirmation that the customer is already registered and declined to update his/her record at the DMV This receipt will automatically print. The Examiner will hand the receipt the customer.

CHANGE OF ADDRESS FORM SECTION 1: Change of Address (includes voter registration opt out box) SECTION 6: Voter Registration Application This application is available at all locations, on DMV’s website or can be mailed to the customer. It can be processed in person or or through the mail. Examiner uses the same electronic voter registration system.

Section 1 of the DMV change of address form. The change of address is reported to SOTS if the customer DID NOT OPT OUT in Section 1 of the DMV change of address form.

Change of Address The system will check eligibility and if the customer is eligible (or potentially eligible), this message will appear and the voter registration screen will populate after hitting “enter.”

Voter Registration Applications on a DMV Change of Address Form (SECTION 6) If the customer COMPLETED AND SIGNED Section 6 (the bottom) of the form, the customer is applying to register to vote or change party affiliation. If Section 6 (the bottom) of the change of address form is BLANK, the customer is declining to apply for voter registration or change party affiliation.

Voter Registration Applications on a DMV Change of Address Form Now the voter registration information found in Section 6 of the change of address form can be entered.

INCOMPLETE MAIL-IN FORMS If the customer completed but DID NOT SIGN a mailed-in voter registration application or if the form is incorrectly filled in (e.g. multiple parties selected), the form will be mailed to the local registrar for review using DMV’s manual voter registration process as required by state and federal voter registration law.
