Purpose of TIA Guidelines Standardize TIA process for R2CTPO area Last update in November 2009 – Volusia County only Adopted through: Local government resolution Land development code TPO annual project submission and funding

Phase II Objectives Use R2CTPO’s Metropolitan Planning Area (MPA) boundary Flexibility for multimodal analysis and improvements Provide clearer processes, communication and procedures Provide examples of sample ”best practice” reports Be consistent with changes to FL Statutes Address local agency comments collected during Phase I

Summary of Proposed Changes to TIA Guidelines Summary Comments Final Draft Version is date May 10, 2016 Reflects VCARD and FCARD input Local governments comments addressed

Summary of Proposed Changes to TIA Guidelines Summary of Key Changes Adds flowchart to clarify roles and technical review process Incorporates Flagler County and municipalities within the MPA Adds review of alternative modes – transit, bike, pedestrian Clarifies when and at what development stage a TIA is required Study network is determined when project consumes 3 percent of peak hour capacity Updated for consistency with State Growth Management laws

Next Steps Final feedback from TPO Committees and local governments by June 3, 2016 Finalize TIA Guidelines inclusion in June Board and Committee Meeting agenda packages TIA Guideline Presentations in June to Board and Committees Local government adoption (August TPO Board meeting) Draft resolution for each municipality to incorporate TIA Guidelines Confirm TIA is in Comp Plan and/or Land Development Code by reference (August TPO Board meeting)
