Understanding the Manufactured Home Transaction 2018 New Mexico Housing Summit

2015 National – Housing Unit Characteristics (American Community Survey – US Census) 8,478,334 Manufactured/Mobile Homes in the United States which represents 6.4% of the total housing units 151,521 Manufactured/Mobile Homes in New Mexico which represents 16.7% of the total housing units 2015 Manufactured Home Shipments (Source IBTS) 1,063 new units shipped to New Mexico

Is the manufactured home titled and deactivated with MVD? Need Serial Number for the manufactured home (which is registered as the VIN number for MVD purposes) NOTE: Questions to ask: (1) Is a printout from MVD showing “Inactive” (aka deactivated) sufficient? Or (2) Is a physical copy of the deactivated title required?

Is the manufactured home taxed as real property by the county assessor’s office? Need to look at the tax bill(s). If taxed as real property, the improvements will be taxed along with the land: Note: Just because a manufactured home is taxed as real property does not guarantee that the manufactured home is on a permanent foundation.

Will a foundation inspection be required? Even if the title is deactivated, many lenders will require an engineer’s certification as to the foundation (see note above regarding taxation as real property). Can proof be provided that the home was not installed in a prior location (moved more than once)?

For lending purposes, are the HUD Tag Labels located on the outside of the home AND/OR is the Data Compliance Certificate affixed inside the home?
