Overview Goals: Clarify Modernize Streamline Housekeeping Step 1 of Multi-step process Step 1: Minor updates Step 2: Substantive Changes Step 3: “One Book” Overview Our zoning resolution and Land Development Regulations have been around since 1958 and 1978 respectively They have been updated bit by bit a combined 218 times This update takes a comprehensive look at the regulations in a three step process. Step 1: The step we are on… includes mostly Minor updates Step 2: Substantive Changes – may invlolve create new districts… significant overhaul Step 3: “One Book” – explain… UDO Through this minor update phase staff seeks to Clarify, Modernize, Streamline and clean-up the regulations. There are well over 600 changes proposed to the regulations. The vast majority of these changes do not change the underlying policy or the regulations. Housekeeping vs Notable Changes A minor revision, often to clarify, modernize or streamline. Notable Change: A proposed change with potential to draw public or agency interest. PC & BCC Briefed on Notable Changes Housekeeping vs Notable Changes You were provided the BCC briefing paper and there are 5 attachments to the briefing package. The first attachment identifies all of the changes considered to be notable changes. These are changes that either have or may draw some interest from the public or agencies that we deal with. I will review each of those individually. The other 4 attachments include the minor changes for each of the different development regulations. These changes are intended to clarify, modernize or streamline. The vast majority of the changes are thought to be minor. We are not trying to dramatically change any policies with these. I’ll provide a few examples of those so that you can see the impact of those changes. Here are some examples of what kind of revisions might be included. Recommendation FINDINGS/RECOMMENDATIONS: Staff recommends that the Planning Commission find that:  The amendments to the regulations establish clear, concise and comprehensive documents that meet the needs of our community today.  The amendments to the regulations ensure consistency with current County regulations, State statutes and applicable Federal standards.  The amendments are in the best interest of the health, safety, and general welfare of the residents of Jefferson County.  And;  Staff recommends that the Planning Commission recommend APPROVAL of Case No. 17-102197AM.  And;  Staff further recommends that the Planning Commission recommend that Planning and Zoning Division staff be given the authority to revise the Regulations (Zoning Resolution, Land Development Regulation, Transportation Design and Construction Manual, and Storm Drainage Design and Technical Criteria) for the limited purposes of formatting the Regulations and correcting any typographical errors and any other non- substantive changes to the Regulations that Staff deems necessary prior to final publication of the Regulations.
