What is the Housing Choice Voucher Program (HCV)? The Housing Choice Voucher Program (HCV) is a federally funded Housing Assistance Payments (HAP) Program. It is different from other subsidized housing programs because HCV allows the participant (family) to pick from privately owned rental housing in Anniston, Alabama as well as other areas of the state or country.
How does it Work Eligible families receive a voucher that allows them to choose a privately owned housing in Anniston as well as other areas in the state and country. The privately owned housing must be inspected, and the rent must fall within HUD’s Housing Payment Standards. The privately owned housing landlord must be willing to participate in the HCV Program and sign an approved lease with the participant.
How does it Work The privately owned housing landlord must be willing to sign a Housing Assistance Payment (HAP) contract with the Housing Authority. The privately owned housing landlord screens the family and makes repairs on the unit and enforces the lease. The Housing Authority certifies the family for program eligibility and submits monthly Housing Assistance Payments directly to the landlord.
The Participants Must: Comply with the landlord lease. Comply with Housing Authority guidelines to maintain eligibility for the program.
Public Housing HCV Program The Difference Public Housing HCV Program Housing Authority owns and maintains the unit. Inspections are done by the Housing Authority’s Property Managers. Security Deposit is $100.00 Recertifications are done by the Property Manager. Lease Enforcement is done by the Housing Authority. Resident Services Programs are available. All housing issues are handled by the Property Manager staff. Landlord owns and maintains the unit. Inspections are done by the Housing Authority’s HCV Inspector. Security Deposit is usually one months rent. Recertifications are done by the HCV staff. The Landlord enforces the lease. Resident Services Programs are limited in HCV. HCV staff works with the family and landlord to address issues where needed.
Making the program work! Our Families depend on the HVC Staff to help them find “A Good Place to Live”. Our Landlords help us to provide this vital service to the families that are on the HCV program. All of us working together make the program work. We currently have 258 families on the HCV program. We have issued over 108 vouchers to additional families during this year and those families will need to find “A good place to live”. We appreciate our Landlords providing a decent, safe and sanitary home for our families.
