Fort Worth Alliance Airport Runway Extension/ BNSF Railroad Mainline Relocation

Fort Worth Alliance Airport History December 1989 Alliance Airport opened   Summer 1990 Airport Layout Plan study commenced to determine optimum development of Alliance Spring 1991 Airport Layout Plan Report concluded: Runways needed to be extended to 13,000 feet to the north FM 156 and the Santa Fe Railroad needed to be relocated

Fort Worth Alliance Airport Benefits 13,000 foot runway length would allow for fully loaded aircraft to fly non-stop to the Far East   Relocation of FM 156 and the Santa Fe Railroad Main Line would allow for the opening up of the west side of the airport for major aviation related development Relocation of the Railroad Main Line would allow for the development of the Santa Fe Intermodal Facility

Fort Worth Alliance Airport Project Status (1990’s) No specific identified user requirement for 13,000 foot runway Federal Funding for a project of this magnitude on a newly opened airport was unavailable    Santa Fe Railroad moved ahead with their planned development of an intermodal yard along the main line alignment identified in the Airport Layout Plan   American Airlines, Drug Enforcement Agency, Federal Express and Galaxy Aerospace all built major facilities at Alliance

Fort Worth Alliance Airport Project Status (2000 and beyond) Environmental Assessment was updated in 2000 and Federal Aviation Funds (FAA) were sought   FAA funds have been received every year since 2000 $79.5 million in FAA Funds to date Additional funding sources have been pursued resulting in: $5.1 million in Tarrant County Bond Funds for FM 156 Relocation $6.5 million in Federal Highway Fund Earmark for FM-156 Relocation $80 million in SH-121 funds from TXDOT as approved by the Regional Transportation Commission

Fort Worth Alliance Airport Work Completed 400 acres of land have been acquired for the runway extension and FM 156 2.5 million yards of dirt have been moved FM-156 has been relocated (Opened March 30, 2010)  Agreement with BNSF for the railroad mainline relocation has been completed

Fort Worth Alliance Airport BNSF Agreement   COFW through FAA Grants and $80 million in TXDOT Funds will fund the relocation of the BNSF railroad mainline COFW through its Program Manager, Jacobs Engineering, will acquire all of the Right of Way necessary for the railroad main line relocation COFW through its Program Manager, Jacobs Engineering, will design and construct the relocation of John Day Road and a grade separated crossing at Keller Haslet Road BNSF will design and construct the railroad mainline BNSF will abandon and dedicate old right of way to the COFW for the Runway Extension and FM-156/114 Interchange

Fort Worth Alliance Airport Project Cost and Funding Estimated cost is $106,723,237   Sources of Funds: $80 million in TxDOT Funds $19 million in unallocated FAA Grant Funds $5.5 million in surplus funds from the construction of FM-156 to be returned to the COFW from TXDOT $10 million in 2010 FAA Grant (application submitted)
