Transferring AIP Expiring Funds Considerations Transfer Agreement Expectations of Agreement Transferred airport is not able to utilize funds Do you still have to transfer your funds? Compliance with AIP Handbook, FAA Order 5100.38D ACIP NEPA ALP Based on Bids

Transferring AIP Expiring Funds FAA AIP Current Year Information http://www.faa.gov/airports/aip/grantapportion_data/ Non Primary Entitlements Fiscal Year 20__ AIP Grants Federal Register Notification Date July 1st FAA 5100.38D, Section 4-11, Transfer of Entitlement Funds D. FAA Form 5100-110 Request for FAA Approval of Agreement for Transfer of Entitlements.

Transferring AIP Expiring Funds Status San Francisco ADO Significantly reduction of expiring funds in FY-2016 Low number of multi-airport sponsors Increased coordination/communication. Los Angeles ADO Continued low condition of expiring funds in FY-2016 a. High number of multi-airport sponsors

Examples of Eligible vs. Ineligible Projects

They’re expiring. Now what?

They’re expiring. Now what? If your entitlements are expiring, there are other airports that are in need of the funds. Reasons of expiring funds: Project not ready to go due to any number of reasons Lack of local matching No immediate need for funding

Why transfer? Funds stay in the local community or state (multiplier effect) Could mean the difference of fully funding and proceeding with a project for a sister airport When funding is short, a transfer may allow another airport to keep important items from being removed from projects (scope reduction)

Why transfer? According to the November 2015 Report to Congress, Evaluating the Formulation of the National Plan of Integrated Airport Systems, the needs identified in the NPIAS consistently exceed the actual amounts of available AIP funding. If you don’t use it, you could lose it. With millions left on the table, it has resulted in less State apportionment funds for the next FY.

Example of NPEs in 2013 Source: November 2015 Report to Congress, Evaluating the Formulation of the National Plan of Integrated Airport Systems

What is the Process? Reach out to sister airports Elected official involvement Considerations Transfers should not be conditional
