Sensitive Locations Policy - Goals Limit interruption of County operations from immigration enforcement Provide general guidance to County employees to ensure consistent responses to law enforcement What are the Policy’s Goals?

Sensitive Locations Policy - Highlights The Board adopted the Policy on October 17, 2017 All County properties are Sensitive Locations. At Sensitive Locations, no one may use County resources for immigration enforcement or investigation, except for law enforcement engaged in law enforcement activity primarily unrelated to civil immigration enforcement. County personnel shall not grant law enforcement access to a Non-Public Area within a Sensitive Location for immigration enforcement or investigation, unless the officer presents a valid Judicial Warrant. County personnel must direct anyone disrupting County activities or services in a Sensitive Location to leave, unless the person is authorized to engage in the activity by a valid Judicial Warrant.

Sensitive Locations Policy - Highlights Covered: Facilities owned, controlled, or leased by the County, such as hospital or clinic waiting rooms, lobbies, and any other areas open to the public. Not covered: Jails, schools, courthouses, private homes, and private property. What facilities are covered by the Policy? What is the difference between a “Public Area” and a “Non-Public Area”? Public Areas are open to the public without permission (i.e., lobby, sidewalk, public parking). Non-Public Areas require a badge, key, or permission to enter (i.e., employee parking and offices, appointment rooms).

Sensitive Locations Policy - Procedures If an officer seeks entry into a Non-Public Area to find or arrest a person involved in an immigration matter Alert a manager and County Counsel immediately. Give the officer the Policy. Ask to see a badge and a warrant. Give the officer’s documents to County Counsel for review. If there is no Judicial Warrant, say “The County does not consent.” Don’t physically interfere if an officer insists. Don’t actively assist immigration enforcement. Don’t help anyone hide, lie, or flee.
