SC is also a designation in TIDE that provides access to adjust accommodations and to change or create rosters in ORS. Only the cover and revision log to the spring TAMs and TCM have been updated to support Fall testing. Please take this into consideration when reviewing the information within the manuals. The revision log will call out important information. The DFA for HSPE manuals are new for Fall. The GTSA is being finalized for 2015-16 and will post to the WCAP-portal by November 1. Navigating WCAP-portal http://wa.portal.airast.org/ Refine your search: Select “Resources” dropdown and then select your User Card Receive emails on current postings The WCAP-portal is your source for information about the Washington Comprehensive Assessment Program (WCAP). The portal gives students and families, test coordinators, Test Administrators, Technology Coordinators and other key assessment personnel access to relevant testing information. The portal consists of several User Cards and resources. Each user card is further broken down on the following slides. Register for email alerts regarding newly posted information by clicking on the “Register for email alerts/Manage Account” link in the upper right-hand corner, on the WCAP-portal homepage. The search option is a tool for locating information on the WCAP-portal. The Advanced Search feature allows you to streamline your search. You can search using a specific word (Translation) or by entering the name of the document. A list of all applicable sources will display. Discuss the difference between accessing resources as School Test Coordinators (SC) vs. Test Administrators (TA=proctor). If as an SC, you need TA information, use the left panel to access Test Administrator information. During your training, you can demonstrate the WCAP “card” by accessing the portal online and sharing the purpose of each user card as you are walking the audience through it.

When you access WCAP Resources through the Test Coordinator “User Card” you will see 4 sections within the resource area: General Information User Guides Assessment Resources Modules The November Retake test documents (security and training) are the same as used in spring 2015. The WCAP-portal is being finalized the week of November 26 to support the November retake administrations of the HSPE, Smarter Balanced ELA & Math, and Off-Grade testing for Smarter Balanced & Science. The AVA User Guidance for Interim Assessments is currently being moved from this location to the User Guides and Manuals page. The Washington Training Webinars are currently being moved from this location and will be maintained on the Module page. The Communication Toolkit is currently being reposted. The toolkit includes a parent handout, newsletter articles, and talking points.

WCAP-Portal Resources Test Coordinator User Card – User Guides DFA for HSPE Reading & Writing TAM Off-Grade Level Science (Online) In-class Performance Task Activity for Practice Test Achievement Level Descriptors Recently submitted for posting to the WCAP-Portal - available soon Test Coordinators Manual Administration Manual Online – Interim Test Administration User Guide TAM Smarter Balanced ELA & Math (Online) TAM Off-Grade Level Science (Paper-Pencil) TIDE User Guide AVA User Guidance document THSS User Guide ORS User Guide GTSA Test Coordinator User Guides & Manuals The 2015-16 Guidelines on Tools, Supports, & Accommodations will post by November 1. The paper-pencil administration manual for Off-Grade Level Science is in support only of the large print and braille administrations. All other testing is completed online. The 2015 spring administration manuals for Smarter Balanced (TAMs) and the Test Coordinators Manual (TCM), in support of November testing, are being modified to change only the cover and revision log. Please keep this in mind when reviewing the information within the manual, as this is a retake for students in High School only. The DFA for HSPE and Off-Grade Level Science testing have been revised and contain information to specifically support the November retake HSPE and Off-Grade Level science assessments. The translated student directions for the Fall HSPE DFA and Off-Grade Science TAM are being replaced now as this site incorrectly displays translations for the EOC exam. The AVA User Guidance document is being moved from its current location on the General Information page to this User Guides and Manuals page. Assessment Resources When working with TAs to administer practice and Test Administration interface opportunities, there are in-class activities available for those practice tests. Achievement Level Descriptors, for example, are not available when TA’s access the Resources page.

WCAP-Portal Resources Test Coordinator User Card – Modules Test Coordinator - Modules Coordinator & TA Training PPTs AVA Training Module AIR System Webinars (Student & TA Interface , THSS, TIDE, ORS) (Q&A document) State Assessment Webinars (Q&A document) Modules: This page contains training PPTs and modules from AIR and state webinars. It also includes coordinator and TA trainings produced by the state with support of districts. The Assessment Viewing Application (AVA) module is a component of the Test Delivery System that allows authorized users to view interim assessments for administrative or instructional purposes. The intended purpose of the AVA is to provide TA’s: with access to the actual interim assessments before students are tested. a greater understanding of the content being assessed and the time needed for students to complete an interim assessment. It is important educators understand that classroom instruction and assessment may be informed by using the AVA to view items in the interim assessments. However, classroom instruction should not be limited by the items in the interims. The interim assessments are only a sampling of the content and skills students should be developing through standards-aligned instruction. Instruction should not focus on practicing the items, but rather on developing the skills these items are designed to assess based on the standards. Online Reporting System (ORS) Once testing and scoring are completed, ORS will be used to: Manage Users Manage Rosters Create special rosters (small groups/special programs) Add or move students on rosters Test Management Center Test completion rates (by content area) Plan and manage testing (have/have not completed) Retrieve student results (download excel files by school, grade, teacher, etc.) For complete details refer to the ORS User Guide located on the WCAP-portal. This system will provide ways to manage rosters (previously referred to as “group data” sorts) , track sessions, and monitor completion rates. After testing confirm that the appropriate tests were administered and see who may need to complete testing on another day. ORS manages Rosters, and TIDE is used to upload Roster Lists. TA’s can create & add to rosters in ORS. Only the DC, DA’s, & SC’s can create rosters in TIDE. OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

SC & TA access in TIDE TA has access to the red boxes with either a read-only permission or an edit/update permission. Refer to the TIDE User Guide for complete details on roles and access to AIR applications.

Secure Testing Environment State Laws Governing Test Security All Test booklets are confidential and secure. No part of this test may be reproduced or transmitted in any form or by any means, electronic or mechanical, including photocopying, recording, or by any information storage and retrieval system. RCW 28A.635.040, RCW 42.56.250, WAC 181-87-060 www.k12.wa.us/ProfPractices/CodeConduct.aspx Who is authorized to be in the room Trained Test Administrators (contracted personnel only- no volunteers) Other adults including teachers who are not administering the tests should not be in the testing environment No media What items are allowed Only approved tools, manipulatives, and electronic devices No purses or backpacks near students Maintaining test security is critical to ensuring confidentiality of test items and the validity of students results. Please verify that all TA’s know who should and should not be in the testing environment and what the plan is for students who have completed testing. Monitoring of students must be maintained throughout testing. Allowable and prohibited behaviors are detailed in the Security Protocol section of the GTSA. Responsibilities of the Principal Trainings Attend all required trainings Verify staff has received appropriate training Overall Planning and Scheduling Appoint staff members to support test administrations Assign testing areas; ensuring test security of materials; planning testing schedules, locations, and testing population. Ensuring staffing supports testing locations. Develop and have approved your school’s Test Security and Building Plans Headsets are required Communication Approve communication for parents and all staff members Implementation Implement all school and district policies and procedures File the approved Test Security and Building plan for each school Ensure that each school has an approved testing schedule Attend all required trainings and ensure that all applicable staff, as their responsibilities support state testing have also attended required trainings. Appoint SC’s and assign TA’s. When assigning testing areas, ensure sufficient space for students and the security of secure test material. Provide adequate staff to support testing locations. Headsets are required for some portions of tests. Headsets are provided by the district, however, students may use personal headsets during testing. Communicate with parents, staff members, and departments regarding testing schedules, importance of attendance, and how test results will be reported. Implement your school’s and district’s policies and procedures. Review the approved Test Security and Building plan for each school and ensure staff are familiar with content. Each school’s testing schedule must be approved and align to the state guidelines. The schedule should include time for student access to the practice, training, and Interim assessments. Responsibilities of the DC Trainings Read the WAW newsletter Become familiar with Guidelines on Tools, Supports, and Accommodations Read all training manuals, guides, and administration manuals Attend required trainings and webinars Communication Communicate directly with staff regarding questions about assessments Communicate training schedules to SC’s, TA’s etc. Communicate with the State Testing Coordinator about appeals, testing irregularities, medical exemptions etc. Implementation Test Security and Building plan Approved testing schedule DC’s must become proficient with training guides, manuals, modules, and PPTs. To keep up-to-date, it is important to attend required trainings and webinars. Current updates and new information is communicated through the WAW newsletter. DCs can add additional staff (DA’s) to receive these communications. Contact the Assessment Operations team for additional support. It is up to the DC to make sure that staff is trained and they have the information they need to implement assessments effectively. Make sure DAs and SCs have appropriate access to TIDE and are comfortable navigating the system. Headsets are required for the ELA CAT Listening portion, some PT tasks, and Text-to-Speech. They are also required for Math CAT & PT for students requiring audio glossaries and Text-to-Speech. Headsets are provided by the district but students personal headsets are permitted to be used during testing. Each school is required to provide proposed testing schedules for DC review/approval. Verify that schedules do not fall outside of the guidelines set by the state. The schedule should include time for students access to the practice, training, and Interim assessments. Communication of schedules, attendance, and reporting is important to school staff, students, and families. Outline your training plan and communicate with appropriate staff. Report any applicable testing irregularities or submitted appeals to the State Test Coordinator. Verify that each school’s Test Security and Building Plan has been implemented and that security protocols are followed. Verify that the appropriate tools, supports, and accommodations have been accurately entered in to TIDE for students. Changes may take up to 24 hours to appear. Actively monitor testing locations during the assessment window. When a testing issue is reported (technical, damaged test booklet, or otherwise reported by students): Ensure that the student(s) understand that the issue is being reported and that an opportunity to complete testing will be provided. Technical issues are reported to your technology coordinator and then to AIR, if needed. Sometimes a situation may take a little longer to resolve. Work with your SC, Technology, and/or the state to determine if students need to leave the testing location while the issue is being resolved. All issues must be reported to the state, via a testing irregularity incident report. OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

Responsibilities of the SC Before Required trainings and documents Verify your school’s Test Security and Building Plan Provide a positive testing environment Communication with staff and parents Verify supports and accommodations needed for each student. Provide TA’s with a list. Inventory all testing material upon receipt; order additional materials, if necessary. Ensure TA rosters are set up correctly; add new students in CEDARS Print student pre-ID labels Provide classroom activities to TA’s Maintain security of all secure testing materials SC’s must become proficient with training guides, manuals, modules, and PPTs. To keep up-to-date, it is important to attend required trainings and webinars. It is the responsibility of the SC to ensure that TA’s, individuals supporting testing accommodations and other staff who process materials attend required trainings and have the information they need to administer the test. Ensure staff are familiar with your school’s Test Security and Building Plan and that security protocols are followed. Make sure all TA’s have appropriate access to TIDE and AVA systems and that they are comfortable with navigating the systems. Encourage a positive testing situation for students and staff. Headsets are required for the ELA CAT Listening portion, some PT tasks, and Text-to-Speech. They are also required for Math CAT & PT for students requiring audio glossaries and Text-to-Speech. Headsets are provided by the district but students personal headsets are permitted to be used during testing. Communicate with parents and staff members regarding schedule, attendance, and reporting. It is important to work with your Special Education department to upload all supports and accommodations needed for each student during testing. Provide TA’s with the student accommodations lists to support testing. Inventory materials immediately upon arrival and order additional materials if necessary. Include inventory of district specific materials (i.e., headphones, pencils, paper). The additional order window will open in TIDE the day following arrival of materials. Verify that TA rosters are set up correctly. New or non-enrolled students must be included in CEDARS to display in TIDE. Print any necessary student pre-ID labels for test booklets and answer documents. Verify that TA’s have the appropriate classroom activities to administer assessments. Verify that tools, supports, and accommodations have been accurately entered in TIDE for students. Changes may take up to 24 hours to appear. Some issues we commonly see are not ordering accommodated materials in advance of testing, not documenting the irregularity, not verifying that students are in TIDE before testing day, or not keeping adequate records of who has the testing materials. Taking the time to document the process can help to ensure that testing goes smoothly. OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

More Responsibilities of the SC During Inventory and distribute testing materials on testing days Monitor test administration Report and document all irregularities promptly to the DC After Collect and inventory all testing materials promptly Complete Site Security Reports and documentation Have a tracking process to account for secure materials while transferring to testing locations and back at completion of testing. Actively monitor testing locations during the assessment window. Be sure to report all testing irregularities to your DC. Include in your report any recommendations for invalidations. Follow your school’s Test Security and Building Plan for processing of secure materials. All secure materials are required to be inventoried and returned on schedule. This includes the listening scripts. All ancillary papers (student notes, scratch paper, graph paper, etc.) provided during testing sessions must be securely destroyed, as per the district policy. Responsibilities of the TA Online Testing Print and organize test tickets before the testing session Start testing session no more than 20 minutes prior to testing TA’s select the tests available to students More than one test/content area can be selected Students can only access tests assigned to them Verify students have selected the correct tests Deny access to student if incorrect test is selected A late arrival can still join an active testing session When students can not log in, verify all information is being entered correctly, legal first name, SSID, and session ID Test administrators can do a lot to ensure that testing goes smoothly. Responsibilities of the TA Paper/ Pencil Tests Review the Test Security and Building Plan Receive Testing Materials no earlier than the day of testing Verify each student has a test booklet with a printed pre-ID label Work with SC to properly identify any booklet that has not been correctly labeled Check out the test booklet to the student Ensure that all materials are accounted for before, during, and after testing Paper pencil tests require a different set of responsibilities. Maintaining test security is very important. It is important that TA’s become familiar with your school’s Test Security and Building Plan for both online and paper-pencil testing. All secure test materials must be: Inventoried when received by your school. Checked out to TA’s just prior to each administration for a single day. Checked out by TA’s to students and checked back in prior to releasing students from the testing location. Verified to ensure students names have been added to ancillary materials such as glossaries, graph, & scratch paper. Papers passed out during testing are considered secure and must also be returned to the SC, immediately after completion of that days testing. OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

Responsibilities of Special Education & Bilingual Coordinators Attend all required trainings Work closely with the SC’s and TA’s to ensure they have a list of all tools, supports, and accommodations needed for students. (do this before materials arrive in the district to allow coordinators time to request additional materials for testing or approvals for non standard accommodations etc. before testing begins) Make sure that all of those involved in testing have plenty of time to order accommodated forms and that accommodations are entered and verified before testing starts. State Testing Schedules Uniform administration of state assessments ensures that all students are fairly assessed Allow 15-20 minutes for TA’s set up/ directions Each break is approximately 10 min and is not included in the schedule Assessments are untimed, however, some tests must be completed in the same day (HSPE, EOC, and MSP) unless otherwise noted in the IEP or 504 plan). Other tests, as the Smarter Balanced CAT, can be completed over multiple days. Carefully identify the schedules for each of the assessments being administered. Schedules can be located in the Test Administration Manuals (TAMs), Directions for Administration (DFA), and/or Test Coordinators Manual (TCM) that are available for download from the WCAP-Portal. Fall Retake Preparation: October Timeline Implement the approved communication plan Remind parents and students that personal headsets are permitted Print classroom activities at least 2 days ahead of time from TIDE and distribute to TA’s Print test tickets using TIDE, sort by testing TA or location If pre-ID labels were not provided, they will need to be printed from TIDE Set / verify off-grade test levels Standardize the In-class Activities ‬ Remind parents to send headsets, if they prefer. Decide the printing and distribution process for classroom activities and how will you will manage the printing for test tickets. You can use the test ticket printing in TIDE but that is by grade level only, alpha individual (not by teacher). For Fall retakes, TIDE is probably your best bet to hand select who needs a test ticket.

Securing Test Materials Test tickets, test booklets, answer documents, listening scripts, classroom activities, cd’s and other ancillary materials must be secured and accounted for when not in use All scratch paper must be collected and secured after each session until it can be securely shredded Some tests require the notes taken on scratch paper be returned to the student for a second session The rules for each administration may differ slightly. Please be sure that TA’s are provided with clear instruction for each administration. Test tickets are secure and must be maintained in a secure location when not in use. Tools and Manipulatives Some tools are universal and all students have access Refer to the Guidelines on Tools, Supports, & Accommodations (GTSA) Refer to the Materials Available for Student Access document Please review the Calculator and Electronic Device Policy Any tool, manipulative, or support used on a state assessment should be familiar to the student Manipulatives and tools not listed are not allowed If you need to make a non-standard accommodation request, please allow several weeks for this process. The Materials Available for Student Access document provides specific details as to what is permitted for each assessment. Locate this on the document on the WCAP Portal, under the Test Administrator > General Information Tab The Calculator and Electronic Device Policy must be read when administering the paper-pencil assessments that calculators are permitted. Locate the on the WCAP Portal, under the Test Administrator > General Information Tab When an IEP or 504 plan stipulates an accommodation that is not listed in the GTSA, DC’s will submit to OSPI a Non-Standard Accommodation Request form located on the OSPI website. Setting up the Testing Environment All posters, activities, and other instructional materials have been covered or removed Classroom activities are removed, student notes collected, and turned in to the SC Student seating has been arranged far enough apart or with privacy shields to ensure a secure testing environment TA is trained to deal with questions appropriately TA is prepared to respond to students asking for help: “I can’t help you with your test, please review the tutorial for help.” “Select the help icon (?) in the upper right corner .” “Always try your best.” Ensuring that the testing environment is properly set up can reduce the possibility for a testing irregularity. Testing locations must be verified to ensure that: Instructional materials related to the content of the assessment are not visible (cover or remove) classroom activities have been removed from view and students notes collected and destroyed. Student seats are far enough apart to prevent student from viewing other screens or test booklets. Appeals Appeals in TIDE involve an action for a test Send an email with first name only, SSID, test type, the reason for the request and it will be done by the next day. For same day or immediate requests – Use High Importance in Outlook. We will respond when appeals is entered in TIDE Appeals must be entered in TIDE within 24 hours. Appeals can be viewed in TIDE using the view appeals tab. Refer to the reference list of when you will need to create an appeal to reset a test. (see TIDE User Guide and TAM) Follow your DC’s instructions on what appeals can be submitted and how to process appeals. Depending on the appeal submitted, it may require your DA, DC, or state approval through the State Test Coordinator. Establish with your DC the process for TA’s to alert to a potential appeal.

Irregularities Must be reported to DC as soon as reasonably possible, but no later than the end-of-day Low/ Impropriety: Issue is addressed by district and may need to be entered in TIDE Medium/ Irregularity: Issue is addressed by district and may need to be entered into TIDE for resolution by DC/ DA and/or OSPI High/Breach: Issue will be entered into TIDE for resolution by OSPI Refer to the TCM & TIDE User Guide on the WCAP-Portal for detailed information. There are several types of irregularities. Each type may be addressed differently. All irregularities must be reported and documented promptly. How to Process Irregularities All irregularities must be documented TA Talk to SC as soon as possible Take careful notes on the Test Security Assurance form (Include as much detail as possible, date, time of day, who was involved, session id, item number (if applicable) details of incident, etc. Make notations on booklet as directed by SC SC Call DC Note irregularity on the roster Complete irregularity report with as much detail as possible DC Make sure all information is documented Work with OSPI where required Submit all signed paperwork with supporting documentation If in question, do not invalidate a test booklet- this decision may determined in consultation with OSPI. Decisions may also be deferred until after a score is generated. DC’s working in consultation with the OSPI State Test Coordinator, Kimberly DeRousie, may defer the decision on invalidation until after the conclusion to investigation or until a score has been generated.
