INCLUSIVE DEVELOPMENT STRATEGY NEW PARADIGM FARSIGHTED

For the last 31 years the foundation works with the sector including the recognition of their rights and inclusion of people with disabilities in the development period the country. To respond to the indicated needs it has been worked with different strategies and methodologies. We are currently placing greater emphasis on INCLUSIVE development strategy which is to empower the population of the various people situation including people with disabilities and their families in these processes as well as other groups made vulnerable as women, children,elderly ,in order to achieve a sustainable development for everyone.

WHAT IS THE DEVELOPMENT? The United Nations defines the development as the sustainable improvement of people's social conditions and materials within the framework of respect of culture values and Human Rights.

WHAT IS THE INCLUSION? Inclusion is a responsive approach which responds positively to the diversity of individuals and individual differences, understanding that diversity is not a problem but an opportunity for the enrichment of society through active participation in family life, in education, in work and generally in all social, cultural processes and communities UNESCO 2005.

DIFFERENCES BETWEEN INTEGRATION AND INCLUSION • The insertion is partial and conditional. • The insertion is total and unconditional. • Calls concessions systems. • systems requires breaks in society. • People with disabilities are tailored to the needs of the models that already exist on society. Seems ways to adapt , to meet the needs of all people whether or not they have disabilities. Defends the rights of people with disabilities. Defends the rights of all people with or without disabilities.

WE WOULD lIKE TO INTRODUCE A NEW PARADIGM, THE INCLUSIVE DEVELOPMENT Born In the framework of the millennium development goals, with realization that it is impossible to achieve without considering and include people with disabilities. The magnitude of the problems related to social exclusion of these people was enough to prevent this goals they found to include these vulnerable groups in social progress in general.

STRATEGY OF INCLUSIVE DEVELOPMENT, NEW PARADIGM WITH VISION OF FUTURE. By "Inclusive Development" the design and implementation of policy actions for socio-economic and Human development that seek equal opportunities and rights regardless of their social status, their gender, age, physical or mental condition, race religion, sexual, orientation, etc , in equilibrium with environment-friendly.

NEW PARADIGM FARSIGHTED Values the contrition of each human being to the development process and creates the necessary conditions for that does not discriminate but promotes difference, appreciates diversity and transforms it into an advantage, a value , an opportunity and a right. Inclusive development strategy also an attempt to address the fight against poverty and give visibility to vulnerable groups positioning them on the stage of programs and public policies in general.

A DEVELOPMENT STRATEGY, AIMED-PROMOTE - Processes of empowerment (strengthening of personal skills ) and for mankind decisions , allowing responsibility and autonomy. -Creation of opportunities for greater fairness and justice, to promote the necessary human, economic and social development. - Simulates active, equitable and comprehensive participation through productive investment initiatives, training and organization.

Strategy for inclusive development The scope of action where action is needed to achieve inclusivedevelopment is the general policy implemented by the countries and their governments, using their own or with the support of international financial institutions resources in the health area, education, work, housing ,children and youth, urban and architecture infrastructure, and social security.

In this context, it is not necessarily seeking to create actions or specific projects in the area of disability, but helped ensure that groups traditionally excluded are covered by the strategies, programs and policies in general, procuring equal opportunities.

What is the focus of development of DDHH? Human development from the perspective of DDHH is addressed to protect and promote human rights, it includes the principles plan and development process.the principles which are stabilized in the Declarations treated pacts promotes the active participation of subject of rights and strengthen their capacities to ask for accountability

Approach Needs vs. Human Rights approach Needs Based Approach Human Rights Approach People are seen as passive beneficiaries. People are recognized as active participants and right holder carriers. Certain rights are not recognized in some cultures. The rights are universal and inalienable. Find ways to work within relationships and unjustifiable unequal power. Advocacy is focused on changing power unfair and inquisitive. Technical know all best. Anyone is empowered to articulate in decision making.

Implementation of inclusive development strategy it has been built to carry it out in two stages each stage needs a general objective which phrases and emerge with specific objectives

FIRST STAGE General Objective Promote citizen participation to grow democracy by strengthening the social fabric through the knowledge management.

Theme empowerment through innovation and democratization of knowledge. Phase 1 Community outreach. Phase 2 Theme empowerment through innovation and democratization of knowledge. Phase 3 Elaboration of a participatory community assessment and strategic municipal planning strategy.

Second stage Overall objective Strengthening local groups for support oversight of comprehensive care advocacy Community networks and the organization of municipal office inclusive human development.

Phase 1 Process of strengthening and capacity building on specific topics and political and social impact Organization and legalization of groups and networks Phase 2 Strengthen inclusive Services through the organization in the community social fabric Phase 3 Organize and implement the municipal office of inclusive and human development
