FAO’S STRATEGIC PROGRAMMES

FAO’S RESILIENCE WORK IS DEFINED AROUND 3 MAIN GROUPS OF SHOCKS Natural Hazards and Disasters Climatic/geological extreme events, e.g., floods, drought, hurricanes, typhoons, earthquakes. Food Chain Crises Transboundary animal/ plant/ aquatic/ forest pests and diseases, food safety, e.g., Avian Influenza, FMD, PPR, locusts, armyworms, cassava mosaic, fruit flies, mycotoxins, etc. Protracted Crises A combination of recurring, simultaneous & lengthy factors (e.g., conflict/drought/locusts/FMD) leading to a breakdown of livelihoods; Insufficient governance and institutional capacity to deal with them.

PILLARS OF STRATEGIC PROGRAMME 5 1. Govern Crises and Disaster Risks Strengthen capacities of national institutions for risk reduction and crises management (Policies, strategies, plans, investment programmes, coordination, resource mobilization, etc..) 2. Monitor Crises and Disaster Risks Identify and monitor threats, assess risks, map and analyze vulnerability/resilience for Early Warning & Early Action (GIEWS, EMPRES, IPC, RIMA, Damage & Loss Assessment, etc..) 3. Apply Prevention and Mitigation Measures to Crises and Disasters Strengthen capacities of households, communities and national institutions to prevent, mitigate and reduce impacts of threats and crises (Guidelines, standards, improved technologies /good practices, livelihoods diversification, e.g., drought tolerant crops, soil & water conservation, nutrition education, savings/loans schemes, cash-based support. 4. Prepare for and respond to crises and disasters Strengthen capacities of national institutions and stakeholders to prepare for and respond to crises and disasters. (Guidelines, standards and practices for emergency preparedness; timely/nutrition/gender-sensitive response to save livelihoods, e.g., LEGS, simulations, provision of inputs/equipment/training . Resilience of livelihoods 2 4 This graphic illustrates how the four outcomes of SO5 are inter-dependent and mutually reinforcing… to increase the resilience of livelihoods to shocks. It is the essence of “resilience”. Resilience is not about just one area, it is the synergy and mutual reinforcement of all these outcomes that makes resilience work in a coherent manner at local, national, regional and global levels. By working together as a multidisciplinary team within the Organization, resilience brings together risk reduction and crisis management across all sectors: agriculture, livestock, fisheries, forestry and natural resources. The cross-cutting themes on gender and governance and 7 core functions (normative & standard setting, access to data & information, policy dialogue, capacity development, uptake of knowledge & technologies, strategic partnership, advocacy & communication) are driving the delivery of all four outcomes. One FAO key core function is the “MUST WORK TOGETHER AS PARTNERS” to build resilience to fight hunger and malnutrition.

PILLAR 1: GOVERN CRISES AND DISASTER RISKS National capacities of government and public organizations strengthened to formulate and promote risk reduction and crisis management Examples: Formulation of DRR/M strategies and plans Development of Resilience strategies and Plans (South Sudan, Yemen, et) Support to formulation of Agricultural strategies (WBGS, Oman, Sudan Support to formation of Food Security and Nutrition Policies (Sudan, Uganda, etc..) Energy saving technology Access to natural resources Countries reduce risks and vulnerability at household and community level Examples: Agroforestry: For soil conservation/mitigate soil erosion, act as windbreaks, stabilize riverbanks, protect against landslides and floods. Water harvesting and conservation (rainwater harvesting): Technologies & practices that use less water, reduce water loss, and increase overall water productivity during droughts. Energy saving technology: To reduce deforestation, for income generation, reduced pollution, etc.. Land tenure, access to natural resources (water, land, trees, pasture, transhumance routes, etc.) related work PILLAR 3: APPLY PREVENTION AND MITIGATION MEASURES TO CRISES & DISASTERS Water harvesting Energy saving technology Access to natural resources Outcome 3: Apply risk and vulnerability reduction measures Protection, prevention, mitigation and building livelihoods with technologies, approaches and good practices for agriculture, food and nutrition PIR 2014-15: FAO’s assisted in improving prevention and mitigation capacities and measures and these exceeded by far the biennium targets. Technical measures for risk prevention and mitigation (5.3.1) have been implemented in 46 countries, and 45 countries have applied socio-economic measures that reduce vulnerabilities of communities at risk of threats and crisis (5.3.2).

Save lives and livelihoods Phase 5 Famine / Catastrophe Even with humanitarian assistance, HHs have an extreme lack of food and/or basic needs even with full employment of coping strategies. Starvation, death and destitution are evident. Prevent widespread death and total collapse of livelihoods

Resilience Index Measurement and Analyses (RIMA) Overview RIMA estimates household resilience to food insecurity with a comprehensive pack which includes: descriptive purpose – creating the Resilience Capacity Index (RCI) and weighting the contribution of pillars/indicators to overall resilience (latent variable models); causal analysis– analysis of the determinants of the resilience capacity and food security; analysis of other correlated causes such as: shocks; subjective resilience perception; well being and social inclusion perception; socio-demographic aspects. Shocks are considered exogenous and included into a regression model – causal part – for estimating their impact on food security and on resilience. Food security variables are considered exogenous outcomes of resilience capacity.

RIMA-II serves multiple purposes, including: Targeting – identifying vulnerable communities and less resilient sub-sample (e.g. gender of household head; livelihoods); Impact Assessment – providing evidence on whether a project/programme has been effective or not in increasing resilience. E.g. Impact assessment of joint resilience programme in Somalia; or Social Protection intervention in Lesotho (Cash Transfers) Exploring the role of conflicts on Resilience. E.g. the West Bank – Gaza Strip case study; or the impact of conflict on Mali; Exploring the effect of refugees on local communities (e.g. the Uganda and South Sudan data collection); exploring the effect of subjective resilience perception (many case studies); exploring gender within-household dynamics (Uganda refuges data collection) CONFLICT FOOD SECURITY RESILIENCE
