Delta plan Agricultural Water management (DAW) LTO-Netherlands response to NWP2009 invitation to help governments with the realisation of water challenges Waterpolicy comes up tot to the land of the farmer Water is the importend groundsupply of farming To achieve the goals coöperation is needed Brussel, 19 april 2013 Kees van Rooijen Policy advisor Water LTO Nederland

1. The objectives of the DAW Agricultural sectors will work towards a sustainable way of agricultural production Contribute tot the realization of the different water challenges Through an integrated coherent approach on both farm and regional level Key objectives of the DAW are: In 2020 agricultural sectors produce sustainable. The agricultural water supply is sustainable. Smarter use, distribution and buffering of freshwater at farm, regional national level. in 2020, 80% of the remaining water quality problems should be solved in a motivating and stimulating way and 100% in 2027. the agricultural production potential on a regional level should increase by 2% per year.

2. How is this achieved? DAW approach through three thematic lines: 1. Towards sustainable production at farm level - sectors, market and chain parties 2. Realisation of water challenges through regional projects - farmers in cooperation with water boards, provinces and water companies. 3. Knowledge development and knowledge transfer - Sectors in cooperation with water boards

3. Instruments to be used 1. Company-specific documents: business sustainability certificates Description of measures and results Inclusion of a ‘water paragraph’ 2. Agreements with water boards, provinces and water companies on the realisation of regional projects Including payments for blue green services 3. Knowledge development and knowledge transfer to farmers also in cooperation with water boards 4. Making use of the present and upcoming possibilities within the CAP.

4. Using the CAP pillar 1 Premiums for greening not only: Ecological Focus Areas, permanent grassland, crop diversification But also inplementation above legal obligations: Company sustainability plans Company management systems for water, soil, fertilizers, plant protection products, biodiversity Innovative techniques precision agriculture Additional manure storage facilities Measures to reduce farmyard runoff - 2. Agreements with water boards, provinces and water companies on the realisation of regional projects Including payments for blue green services 3. Knowledge development and knowledge transfer to farmers also in cooperation with water boards 4. Making use of the present and upcoming possibilities within the CAP.

4. Using the CAP Pillar 2 Rural Development Plans Payments for blue green services agrarian nature and water management Reconstruction of areas or farms in order to realize water quality objectives Investments in statutory innovative techniques that contribute to rural water challenges. Vouchers for knowledge transfer to farmers

4. Using the CAP Pillar 2 Farmers requests for co financing of measures within Pillar 2: Governments for non-productive investments that focus on the reconstruction of areas or farms with the primary purpose to realise water quality objectives. Examples of measures are the construction of: 1. natural banks along streams, canals and ditches, 2. purification marshes (halophytes), 3. retention basins for the temporary storage of water.

4. Using the CAP Pillar 2 Farmers requests for co financing for investments in innovative techniques, such as: equipment for precision fertilization and precision application of pesticides; construction of innovative drainage systems; purification systems at farm level and other measures to counteract farmyard runoff. management of natural banks, purification marshes (halophytes) and retention basins removal of phosphate rich sediment from ditches and small water ways ('quality dredging')

Mineral Recycle Quide Dairy Farms Focus on the N-, P- and C-cycles

Nutriënt analyses Rhine West (2)

Salland Water Proof Give water space and natural banks

Tailormade fertilization Winterswijk-Oding Spreading the manure in the row of corn plants

Conclusions Give priority to water measures because of climate changes Maesures should be a win win for farmers and governments Maesures should be tailer maid for regions and farmers Knowledge development by exchanging ideas between farmers and professionals Set ‘lean and mean’ goals to allocate money out of EU funds Find in the CAP a connection at watercertification initiatives with the greening in Pillar 1 Finaly: Find a integrated coherent approach on both farm and regional level
