Works and Services Supervisor Module 3 - Roles in matters of Safety

Exercise You are called to act as supervisor: In a Category 1 operation (e.g. construction of a HiLumi building) In a Category 2 operation (e.g. renovation of Hall 157) In a Category 2 operation under a framework contract (e.g. maintenance) During a technical stop (e.g. replacement of machine equipment) Each group must try to define the roles and responsibilities of a work/service provision supervisor during the following phases: Preparatory phase Work phase End of work phase Each group will then report back. Debate.

For Category 2 operations and technical stops Preparatory phase Anticipate as much as possible the Safety issues relating to the work phase and any foreseeable concurrent activities. Take into account the relevant provisions of the generic Safety documents applicable to the contractor being supervised (e.g. WoCS, Prevention Plan, WSCP, etc.) and ensure that they are applied. Declare in advance any work and services that need to be declared (via the IMPACT tool for Category 2 operations and technical stops). For Category 2 operations and technical stops when necessary, carry out joint inspection visits, and draft and distribute the reports (via the IMPACT tool).

Ensure regular monitoring Work phase Take into account all the provisions mentioned in the joint inspection reports assigned to the supervisor (JIVs carried out by a third party) and ensure that they are applied. Ensure regular monitoring of the work and services for which the supervisor is responsible. Ensure that any breach of the Safety requirements is corrected. Re-evaluate the risks in the event of unforeseen concurrent activities (if necessary, suspend the work until the new provisions have been validated) Stop any work in the event of serious and imminent danger and communicate, in writing, with the project leader or the CERN officer in charge of the contract.

End of work phase Make sure that areas that have been modified are properly reinstated. Conduct or have conducted the technical or safety acceptance procedures for the equipment or facilities built/modified. Close the IMPACT request where applicable. Pay close attention to the withdrawal of reservations... the work is not yet finished or has to restart

Responsibilities In matters of Safety What are the responsibilities of work/service provision supervisors in the event of an accident? Context: CERN and Host State rules. The coordination principle involves rights and duties for all (CERN and workers/contractors). CERN must coordinate Safety and communicate on all its risks those of third parties performing work. Safety coordination has operational as well as organisational implications. Operating entities (contractors) must communicate on their own risks (working methods). Each of the parties must complete the tasks assigned to them. Each of the parties must follow the instructions that have been communally established (e.g. in the PP, JIVs, etc.). The chain of responsibility at CERN follows the usual hierarchy. The work/service provision supervisor is one of the contributors to the coordination system. In the event of an accident, there may be an inquiry. The responsibility of each person is connected to his or her role.
