purpose To inform transitioning service members of the opportunities for Veteran’s as subcontractors and small business owners for federal contracts. On October 20, 2004, the President signed Executive Order 13360 to increase federal contracting and subcontracting opportunities for service-disabled veteran businesses. This Executive Order requires that federal procurement officials and prime contractors provide small businesses owned and controlled by Veterans or service disabled Veterans with the maximum practicable opportunity to participate in the competition for federal contracts.

Perfect example of what this is about… don’t do what they did though! Great movie by the way! This allows veterans the opportunity to make great money winning contracts from the federal government.

Goals The goals of this program is to ensure that small businesses get their fair share of work with the federal government. The federal agency has to set an annual goal for participation in its contracts by various groups. 23% of prime contracts for small businesses. 5% of prime and subcontracts for woman owned small businesses. 5% of prime contracts and subcontracts for small disadvantaged businesses 3% of prime contracts and subcontracts for HUB zone small businesses 3% of prime and subcontracts for service-disabled veteran owned small businesses.

Boots to business Boots to Business (B2B) is an entrepreneurial education and training program offered by the U.S. Small Business Administration (SBA) as part of the Department of Defense's Transition Assistance Program (TAP). B2B provides participants with an overview of business ownership and is open to transitioning service members (including National Guard and Reserve) and their spouses.
