National Shield Network Purpose – To provide the NYPD Shield Program template to other law enforcement agencies to assist them in starting their own private-public partnership program, and in doing so building on the National Shield Network (NSN)

NYPD SHIELD Sergeant Maureen Keag Introduction. Explain why we are here…to discuss what Shield is but more importantly…the National Shield Network. We are aware that your departments may in fact already deploy certain platforms of our program….but please keep an open mind and as we proceed think about how a Shield Program could work in your respective jurisdictions. And if there are questions during the presentation please don’t wait to ask. Our hopes are that this could be more of a discussion. NYPD COUNTERTERRORISM BUREAU

Program Facilitation Facilitated and maintained by the Homeland Security Team. The team is assisted by an assigned Homeland Security Liaison in each of our ten precincts. The liaisons can be located on the program’s webpage. Provides a webpage (http://www.baltimorecountymd.gov/agencies/police/shield.html) with resources including: Information about the DHS “If You See Something, Say Something” campaign DHS “Hometown Security” Program Civilian Response to Active Shooter Events “Avoid, Deny, Defend” Program Links to news and multimedia from the Department of Homeland Security Homeland Security Liaison contact information Provides quarterly meetings for members to network, and engage with speakers delivering information about terrorism and critical incident related topics. Provides: Intelligence Briefings Counterterrorism Training Alerts Critical Incident Assessments

Services Offered All services are offered as a courtesy of the Baltimore County Police Department and no cost will ever be incurred by members. Vulnerability assessments that assist with the prevention, protection, and mitigation aspects of securing members facilities. Facilitation and/or assistance developing discussion and operations based exercises to assist members with preparedness efforts. Assistance with development and review of emergency action plans. This includes a framework and recommendations. Active shooter/assailant preparedness using the Civilian Response to Active Shooter Events method of “Avoid, Deny, Defend.” This training provides information about situational awareness and how to respond to, and survive, an active shooter event. Delivery of the National Counterterrorism Training Center (NCTC) approved Community Awareness Briefing (CAB) to assist with Countering Violent Extremism (CVE).

Community Awareness Briefing (CAB) Unclassified presentation regarding radicalization and violent extremism recruitment. Designed to build awareness and catalyze community efforts on prevention and intervention. CAB Train-the-Presenter two day course is focused on training local law enforcement officers to provide the presentation to their communities. Certification and resources (guidebook, CD, etc.) given upon successful completion of the training.
