BRIEF OVERVIEW OF AB1299 For Foster Youth Living Out of County (6+ months) Responsibility for Specialty Mental Health Services (SMHS) Transfers to County of Residence Placing Agency (DCFS/Probation) Sends Presumptive Transfer (PT) and Waiver Notifications PT can be Waived for: Continuity of Care To Support Family Reunification Placement Less than 6 Months Placement 30 Minutes to Current Provider

ALAMEDA COUNTY PROCESS: Out of County (OOC) Dependents Placed in Alameda County BHCS ACCESS: Single Point of Contact for OOC Foster Youth Needing SMHS: 1-800-491-9099 OOC DCFS Contacts Alameda County ACCESS ACCESS Obtains Required Documents from OOC DCFS (BHCS no longer accept SARS for youth who are PT’ed to Alameda County, including reauthorization requests) ACCESS Makes Referral to Alameda County Provider

LESSONS LEARNED Each County’s Process Can Vary Different Counties Different Resources Response Times Vary Different Interpretations of Law Training for DCFS Workers

SUCCESSFUL STRATEGIES Communication and Consultation Clear Point Person for Each Department Keep Central Focus on Serving Kids Share Resources and Forms Between Counties Develop and Update State-Wide Contact List Work With County Counsel Include Contracted Providers in Process Tracking System Acknowledgment of PT Notifications
