INTRODUCTION The Masoyise iTB Project is in its third year of existence since its conception in 2015. Implementation over a three-year period i.e. 2016 till 2018, using 2015 as a baseline. Primary aim to strengthen TB/HIV Programmes within the South African Mining Industry remains. Special focus on strengthening policy framework and programmatic interventions (HIV Counselling and TB Screening, throughout the cascades to treatment outcomes and contact tracing). The Project membership reflects multisectoral constituencies active in the fight against the two epidemics, with the Chamber of Mines providing a secretariat function. Discussions are underway to have a memorandum of understanding with the Mine Health and Safety Council as a Tripartite Structure to lead the project beyond 2018

Background The Masoyise Project has its origins in the announcement on 24 March 2015 by the then Deputy President of South Africa, Mr Cyril Ramaphosa, that South Africa intended to increase TB screening and HIV Counselling and Testing among Key and Vulnerable populations. The mining industry embraced the sentiments and took on the challenge to ensure maximum TB screening and HIV Counselling and Testing of employees in the sector. Through this project, the sector committed to screen for TB and offer HIV Counselling and Testing to all employees including contractors in the sector over the three-year period. The project adopted the Department of Health TB questionnaire and HCT guidelines to help standardize approach for the sector. This surveillance system includes all employees, from CEO to entry level workers.

CONTEXT FOR MASOYISE iTB Masoyise iTB recognises international goals and targets set by the WHO in its End TB Strategy which calls for a 50% reduction of TB incidence by 2025, compared to 2015. Masoyise iTB further recognises the UNAIDS Fast Track Strategy launched in 2014 that aims to end the HIV epidemic by 2030. The strategy sets targets for prevention, treatment and human rights which are 90:90:90 (90% of people living with HIV know their HIV status, 90% of all people living with HIV receive antiretroviral therapy and 90% of those receiving antiretroviral treatment have viral suppression). Nationally, Masoyise iTB is informed by the DOH’s draft National Strategic Plan for HIV, STIs and TB: 2017 -2022.. The objectives of Masoyise iTB dovetail with the mining industry health and safety milestones set through the MHSC in November 2014. The milestones are: 100% of employees should be offered HIV counselling and testing and be linked to an antiretroviral therapy programme. to reduce TB incidence in the mining sector to at or below the South African rate.

The analysis presented is based on year-end finalised Masoyise data captured on the CoMRS system as at 30 April 2018 (the 2017 close-off). The analysis excludes 21 companies representing 6.6% of employees, who had not finalised 2017 data as at close-off.
