SMO Current Projects NTS Handbook NTS Rates NTS Saturation Rates Currently under SJA review Provides detailed information to NTS TSPs. NTS Rates SJA has determined posting NTS rates visible to all TSPs is not an acceptable practice. SMO is creating a new NTS TSP rate listing which would delete TSP rates but still provide TSPs with their TDL ranking amongst other TSPs. NTS Saturation Rates Saturation rates offered by NTS TSPs with capacity outside of the effected area will be evaluated based on Items 3 & 7 (drayage in & out). Consideration based on capacity and distance. When saturation rates are approved, the Special Rate Modification will be in effect until September 30, of that peak season.

Shipment Conversion & Abandonment Shipping Office notify Service Member of storage entitlement expiration NLT 30 days before termination (SIT) NLT 90 days before termination (NTS) Shipping Office sends second notice via electronic or regular mail to last known address NLT 20 days before termination NLT 75 days before termination (NTS) Shipping Office requests assistance from member’s unit or personnel office NLT 15 days before termination N/A for NTS Shipping Office requests assistance from Service locators using member name, SSN, DODID, rank/grade and/or last duty station NLT 10 days before termination NLT 60 days before termination (NTS) Shipping Office sends final notice to last know address by mail with delivery confirmation; confirmation is printed/documented NLT 45 days before termination (NTS) Government Role: Defense Transportation Regulation Part IV, Chapter 406 If contact is not made by expiration date, shipping office terminates shipment; warehoused property is subject to the Servicemembers Civil Relief Act and applicable state, local, and bailment laws and regulations. ~85% = Warehouses with converted shipments ~69% = Members w/ converted lots who cannot be contacted ~20 months = Average age of non-paid shipments ~7% = Warehouses occupied by converted shipments **metrics based on non-scientific poll of 150 warehouses by International Association of Movers**

Abandoned Property Problem Statement: Abandonment of property contributes to capacity issues, increased costs and negative social media reactions to auctioning of property. SMO working with USTRANSCOM Personal Property Leadership & Military Service HQ to standardize conversion process. Goal – Copy of SCRA letter included in conversion package Revised DTR Chapter 406 language under review
