It is important to note that some AQF requirements are not currently reflected in 1000 Lives Plus programme.   The AQF includes a significant element of clinical improvement “target areas” which are derived from several policy areas including the 1000 Lives Plus programme. In many cases, assurance against these areas will require a changed approach from traditional target monitoring. For example “an explicit policy of zero tolerance” is not amenable to single number or “traffic light” assessment. Unchanged, Welsh Government monitoring would consist of individual returns to a number of places. For Health Boards and Trusts there is the potential to use target area information as part of their overall assessment of risk and capability. But, the AQF as it stands does not provide this coherent. A stronger role in AQF assessment for Boards will make them better equipped to build local ownership of improvement across their own organisations. A template primary care report introduced this year by Welsh Government has demonstrated how transparency and comparability can be achieved whilst ensuring ownership remains at local level. 4
