Introductory Considerations Data is a renewable resource, created every day by many organizations and individuals There is a gap between the produced data and its availability

The Issue of Limited Access to Data Lack of data and metadata harmonization Poor data dissemination systems/mechanisms Restrictive or unclear data policy Poor communication and awareness Need to increase availability of data and create a network of national and international stakeholders to avail data and expertise

What to do Avail data as “public good” Make a joint effort between the concerned stakeholders to: define the requirements for data content, analysis and dissemination produce consistent and reliable data Ensure that the IT platform is designed to meet the above requirements Improve and intensify communication using all available means (emails, Skype calls, social media , screen-sharing tools, etc.) to help raising/solving problems and to share views and experience

Focusing on the IT aspects Part is based on Open Source software; no licensing constraints and full redistribution rights Service-Oriented Architecture (SOA) - Extensible: ability to plug-in new functionalities and applications Designed to facilitate data sharing between countries, regions and international organizations through web services (APIs) May support different data upload methods (online data entry; uploads from CSV files) Ability to handle databases, geospatial data (as GIS layers, etc.) and text

The Global Data Sharing Network help data exchange at all levels create a common technical language across data owners, statisticians, analysts, academics, journalists and other users provide keys to interpret and understand the data, their reliability and their exact meaning (metadata) concrete initiative toward a data harmonization and integration process within and across countries and regions partner agencies will be encouraged to adopt data and metadata standards to ensure compatibility with other network resources IT systems will provide the technological infrastructure supporting the network
