WELCOME TO THE HOME OF ANTI-CORRUPTION AND GOOD GOVERNANCE  

CORRUPTION DEFINED Multiple definitions but any deviation from the norm is corruption. From a legal point of view, the deviation must be punishable under law. The need to draw a distinction between law and morals  

COMBATTING CORRUPTION: THE STRUCTURE The Economic and Financial Crimes Commission. The Independent Corrupt Practices Commission. The Code of Conduct Bureau. The Code of Conduct Tribunal. The Chambers of Attorneys-General. The Bureau of Public Procurement. The Judicial Structure. Public Complaints Commission. The Nigerian Financial Intelligence Unit.  

COMBATTING CORRUPTION: THE STRUCTURE The Economic and Financial Crimes Commission Establishment Act. The Independent Corrupt Practices and Related Offences Commission Act. SANCTIONS REGIME Jail terms depending on the nature of the offences and the law under which charges are brought. Forfeiture of the proceeds of crime. Dismissal from employment. Revocation of professional license. The Prevention of Terrorism Act.  

THE ANTI-CORRUPTION STRATEGY DOCUMENT The strategy is designed to intervene at the legal, policy, technical and institutional levels. At the policy level, the ultimate objective is to put in place a system, which promotes an increased alignment of private and public interest. At the Institutional level, the strategy aims to strengthen the effectiveness, efficiency, and synergy of the institutions, laws, and measures designed by the Adamawa State Governments (State and Local) to prevent and combat corruption. The strategy seeks to develop and implement mechanisms aimed to improve the governance of public institutions and to remove corruption related factors inhibiting their accessibility and capacity to deliver quality services to citizens of Adamawa State. At the level of private sector and society as a whole, the Strategy seeks to promote the establishment of ethical standards, where they do not exist and the improved enforcement of such standards where they exist.  

Institutional Objectives . FINANCING OF THE STRATEGY   The Attorney-General will develop and propose a four year anti-corruption Funding Framework (AFF) proposal for consideration and ratification of the State Executive Council . The AFF will set out an indicative budget for implementing the initiatives and that will require separate funding arrangements from donor agencies. MDAs responsible for implementing aspects of the Strategy will factor in Strategy related activities into their annual budget proposals. Under the provision of the Paris Declaration, to which Nigeria is a signatory, Ministry of Finance and State Planning Commission.

WHAT ARE THE BENEFITS? Reflects the premium that the State Government places on good governance. Reflects the Zero tolerance by the State Government to corruption. Reflects a structured approach to good governance and anti- corruption. Attracts funding from donor agencies to supporting activities of the State government. It is a trail blazing move by the State Government and the State comes out smelling of roses.

THE STRATEGY IN ONE SENTENCE The Government of Adamawa State has zero tolerance for corruption and will take all necessary steps to run a transparent Government, while respecting fiscal discipline.

WHAT IS REQUIRED OF ADSU? ADSU to set up a procurement department. ADSU to have financial rules and regulations. ADSU to implement the re requirements of the Adamawa State Anti Corruption Strategy Document. ADSU to blow the whistle whenever it spots corruption. ADSU to be at the vanguard of ensuring compliance with anti corruption laws and policies. Transparency in budget implementation.

WHAT IS REQUIRED OF ADSU STAFF? Staff to serve as the first line of whistle blowers whenever there is corruption. Staff to refrain from corrupt practices. Staff to comply with anti corruption laws and policies as it applies to ADSU and to them. Assets declaration, zero tolerance, et al.

CAVEAT!!!!!!! There are laws for criminal defamation and it equally applies to allegations of corruption. Filing false reports is also a crime. Equally, there is civil liability for defamation. THUS, REFRAIN FROM FRIVOULOUS AND VEXATIOUNS PETITIONS AND ALLEGATIONS
