Setting Up National Advisory Panels AGDI 4 Methodology Workshop 7-8 June 2016

Composition of the National Advisory Panel National Gender Machinery (Outfit responsible for Women’s Affairs and Gender Equality) Ministry in Charge of Health Ministry in Charge of Economy, Finance and Planning Ministry in Charge Education – Primary, Secondary and Higher Education Ministry in Charge of Agriculture Ministry in charge of Justice Other Ministries such as Labour, ICT, etc.. National bureau of statistics Two (2) independent experts A representative from an NGO One (1) other independent institution (optional)

Responsibilities of the NAP To support the consultant and the research team by availing the relevant data as it relates to their sector to the national AGDI team; Nominating a focal person who will be working with the national AGDI team; Approving the data collection methodology designed by the national AGDI team; Ensure the national data that is accurate and of high quality.

Responsibilities of the NAP To collaborate with ECA and the national research team for the scoring of the AWPS and the provision of arguments to justify the scores To review and validate the National report prepared by the research team which includes the AGDI data before it is submitted to the ECA

Responsibilities of each member of the NAP Participate regularly in the meetings of the NAP Collect relevant information and documents on the ratification, effective implementation and monitoring of conventions/documents: national policies, strategies, plans, resource allocation, etc. Prepare justification notes in view of the scoring of the AWPS

Rules governing the NAP Continuity: the members of the NAP should be the same throughout the process Commitment: to participate in the activities related to the implementation of the AGDI Integrity: the scoring of the AWPS should reflect accurately the performance of the country. Over-estimation of national scores should be avoided

The National Advisory Panel will have at least four meetings: First meeting: Official launch of the AGDI initiative and of the National Advisory Panel (NAP) Briefing on the AGDI and hands on sessions Discussion of the TOR of the NAP Discussion of the TOR of the research team Discussion on the methodology for collecting data and information Identification of sources of data and discussion on how the relevant institutions will assist in data collection

The National Advisory Panel will have at least four meetings (cont.) Second Meeting (held after the selection of the research team) Formal introduction of the research team to the NAP Presentation of the action plan of the consultant for data collection and the compilation of the report Participatory scoring of the African Women’s Progress Scoreboard by the members of the NAP, the research team and ECA Discuss the schedule for the completion of the national AGDI report

The National Advisory Panel will have at least four meetings (cont.) Third Meeting Receive the draft report from the consultant and review progress and data collected Make recommendations to inform its finalization by the research team Launch of the national AGDI report Fourth meeting Validation of the final report
