Stage 2: The GOA Tool

Quality in Educational and Training Organisations (ETO‘s) Educational Organisations who fail to either make explicit their ‘quality improvement status’ or how they take positive action - like using an International standard ISO 9000/9001 series or ISO 10015 - to quality assure their provision may well find it hard to meet educational (QAA, QCA etc..) improvement targets and secure associated funding

Quality in Educational and Training Organisations (ETO‘s) Training Organisations without a recognised quality management ‘badge’ such as the ISO 9000/9001 series or ISO 10015 Certification or an explicit statement saying that they are ‘working towards’ a quality improvement plan, will find it increasingly difficult to survive and/or sustain their position within the current economic climate – especially when quality differentiation is often the deciding factor for new clients

Quality in Educational and Training Organisations (ETO‘s) The ISO 9001 or ISO 10015 quality management standard should be regarded by educational and private organisations alike as assuring the minimal level of performance - the objective being to surpass this level The challenge then is to develop an approach that provides effective action, disciplines and mechanisms to ensure that a continuous improvement process (CIP) is in place so as to create a dynamic learning environment Progress Time CIP Standards assure the level (e.g. ISO 9001/10015) DO ACT PLAN CHECK

Quality in Educational and Training Organisations (ETO‘s) DO ACT PLAN CHECK CIP works in a 4 step cycle plan the improvement steps do the improvement work check the results of improvement steps act: corrective action / further improvement CIP is a never-ending cycle of P-D-C-A For all 4 steps, measurements are required to decide: What is the situation? What is the present status? What has changed? Is the plan successful?

The EFQM Excellence Model The basis for such an approach was developed by the European Foundation for Quality Management and is called the EFQM Excellence Model The gap between the requirements of ISO 9001 or ISO 10015 and the holistic nature of the EFQM Excellence Model cannot be bridged by taking just another list of criteria for measuring the organisation By using the EFQM Excellence Model as a guide it makes it easier to put in place some of the basics needed to bridge this gap SAETO/EFQM was an electronic tool that was used for [self] assessment according to the European Quality Assessment Framework / Common Quality and Assessment in Vocational Education and Training (CQAF in VET).

Innovation and Learning The EFQM Excellence Model In the EFQM Excellence model, there are five enablers (inputs) and four result areas (outputs), these are the Fundamental Principles - each one broken down further into sub-criteria Assessment against these Principles can provide an organisation with a journey in pursuit of ‘Excellence Key Performance Results Society People Customer Results Leadership Processes Partner- ships & Resources Policy & Strategy Enabler Innovation and Learning What the organisation DOES What the organisation ACHIEVES

The EFQM Excellence Model The self assessment process awards points on a scale against the EFQM Excellence model If required, an organisation can go for recognition (validation) of those points against two levels of ‘Excellence’ ‘Committed to Excellence’ level is designed for organisations, or organisational units, that are at the beginning of their journey to ‘Excellence’ 2. ‘Recognised for Excellence’ level is designed for organisations that are well on their way to organisational ‘Excellence’ or who have already achieved a quality management standard award (e.g. ISO 9001/10015) and wish to surpass this point and recognise their CIP With the new scheme there is the possibility for organisations to be recognised by introducing 3*, 4* or 5* recognition - 3* = 300+ Score - 4* = 400+ Score - 5* = 500+ Score

SAETO and GOA SAETO / EFQM was the original self-assessment tool providing holistic and regular evaluation of the tasks (inputs) and results (outputs) of the organisation through the systematic collection of data, the objectives of self-assessment being to: examine the organisation’s performance identify continuous improvement process (CIP) activities benchmark performance against the EFQM Excellence Model GOA is part of a second stage development where the self-assessment tool has been adapted to provide a purely online commercial version adaptable to many different situations, cultures, contexts and languages

SAETO and GOA GOA software, like the SAETO original still: provides electronic surveys and analysis reports has automatic updates offers upgrades with new, additional features evolves just as the EFQM Excellence Model evolves offers automated distribution of questionnaires allows anonymous analysis of survey data offers expansion towards related models survey questions that can be adapted to organisation (see example of how this looks on the next screen)

Self-Assessment Self-Assessment helps to: Examine own performance and continuous improvement activities Systematically and regularly evaluate duties and results of the organisation Position the organisation as it evaluates itself analyses its’ strengths and weaknesses agrees upon necessary actions for continuous improvements

Self-Assessment Is a detailed map for management and employees with answers to the following questions: How does our organisation “work”? How good are we? How good are we in comparison to others? How good do we need to be? What do we need to do to change/improve/develop? Where and when can we most effectively start?

Working with the GOA tool LearningVoice brings GOA to UK Working with either Educational or Training Organisations (ETO’s) to provide an EFQM self-assessment using the GOA tool, ideally this is done twice approximately one year apart, in order to assess and measure any operational improvement Recording defects or suggested improvements to the GOA tool to help with its continuing development and improvement
