AGENDA ITEM 4.1: DISASTER RISK REDUCTION, RESILIENCE AND PREVENTION FOCUSING ON IMPACT-BASED DECISION SUPPORT SERVICES 4.1(3) FLOOD FORECASTING WMOI RA II-16

Introduction Increasing number of major flood-related disasters and growing losses International emphasis placed on moving from response to prevention Recognition of the need to advance capabilities in End-to-End Early Warning Systems (E2E EWSs) for flood forecasting RA II Working Group on Hydrological Services (WGHS) developed “Guidelines for verification of hydrological forecasts” RA II WGHSs members assisted in design and implementation of Central Asia Region FFGS cbs-16@wmo.int

Decisions of the Commission of Hydrology - 15 (December 2016) Strategy for End-to-End Early Warning Systems (E2E EWSs)for flood forecasting, using a Community of Practice approach develop assessment guidelines for NHSs to evaluate their E2E EWS for flood forecasting develop access to interoperable technologies including platforms and models for use in flood forecasting provide access to training and guidance material Preparation of guidelines on how to formulate numerical weather prediction information for use in flood forecasting Investigating the applicability of alerting protocols in hydrology

Acknowledging Members are advancing capabilities to issue flash flood warnings Flash Flood Guidance System (FFGS) projects Central Asia FFGS (under implementation); Mekong River Commission FFGS (operational); South Asia FFGS (under implementation); Myanmar FFGS (under consideration). Additional Members could benefit from application of the FFGS; Functionality of the FFGS is being enhanced to allow: Urban flash flood forecasting; Riverine flood forecasting; Landslide susceptibility.

Requests To assist Members in RA II in the Flood Forecasting Initiative Advisory Group led initiative to assess their flood forecasting capabilities (e.g., initial pilot application of developed assessment guidelines); To promote and support advancing Member capabilities to provide early warnings of hydrometeorological hazards: Projects on implementing the FFGS Involvement in the CHY Community of Practice on End-to-End Early Warning Systems for flood forecasting. cbs-16@wmo.int
