Learning Assistance Program (LAP) Part II of Strengthening Student Educational Outcomes – 2013 Engrossed Substitute Senate Bill (ESSB) 5946 Purpose Guide school districts in providing the most effective and efficient practices when implementing supplemental instruction and services to assist underachieving students and reduce disruptive behaviors in the classroom.
