What is integrity? “the extent to which the National Societies and their International Federation possess the will and the ability to act in pursuit of their respective declared objectives, policies and standards in full accordance with the Fundamental Principles of the Movement”.
Types of Integrity Issues: Violation of one or more of the 7 Fundamental Principles and non adherence to Movement’s statutes. Political and/or administrative interference in the National Society’s affairs. Statutes do not reflect, or are not implemented in accordance with, the Movement’s Fundamental Principles. Issues related to performance of National Society/Federation’s leadership and to financial management. Integrity of individuals in National Society/Federation related to use of resources and authority. Operational Integrity: the way a NS /Federation carries out its activities. Roles and responsibilities 1. The National Society has the primary role to resolve its integrity issues. 2. The IFRC secretariat will assist National societies in accordance with the Standard Operating Procedures. 3. The CMC will, as a last resort, play a role in resolving the integrity breach. 4. If the National Society is not capable to resolve the integrity breach and the issue becomes a reputational issues, the IFRC Governing Board will apply sanctions. II. How CMC deals with integrity?
An allegation of breach of integrity can be presented by: Compliance and Mediation Committee A constitutional committee Consulted after all means have been explored and exhausted Able to initiate a case under certain conditions Characteristics 13 members nominated by the General Assembly nominates in their personal capacities: 1 President, 3 members from each of the 4 statutory regions. CMC Dashboard Purpose 8 criteria To monitor the organizational health of the IFRC and its members, to get a clear idea about the Secretariat’s work and monitor National Society compliance in relation to their duties to allow IFRC to increase its discussions about collective responsibility, collective risk management and National Society integrity. Contribution to the Federation Database Reporting System Financial statements provided for the last three consecutive years External audit conducted Annual activity report provided. No allegation of breach of integrity referred to the CMC nor formal panel put in place. Statures have been revised in the last 10 years or is in the process of doing so. Statutory contributions paid as per the Financial Rules. Not considered in default by the Governing Board. Purpose 8 criteria
CMC Right of Initiative There is no progress after two years of trying to resolve the breach of integrity. Some reflections – Lessons learned 2007 - 2015 Every case is unique and requires its own customized approach. The resolution of a breach of integrity is a complex approach. The National Society has to have the will to resolve its integrity crisis. The role of CMC is to develop solutions with the National Society, including using diplomacy, persuasion and constant re-energizing of the process i.e. paralyze resistance with persistence.
