Automated streetworks systems improve productivity Stephen Hodgens Country Manager New Zealand PelicanCorp beforeUdig New Zealand Automated streetworks systems improve productivity

A bit of history from NZ… beforeUdig (similar to Dial Before You Dig) was primarily a Utility focused service Contractors needed to complete 2 separate processes Request Utility plans Request Road Works approvals Significant event – Auckland Super City beforeUdig service provided leverage

Local Challenges… Combining the Utility Plan Request and Road Works Permit posed challenges Contractors Council takes too long to approve permits Council requirements difficult to fulfil Time Councils Incomplete or incorrect submissions Costs required to chase contractors Essential documentation not provided (Traffic Management)

An approach… In 2010, beforeUdig service was changed to accommodate Contractors could complete Utility plan requests at the same time as Permits Details required for Road Works Permits was included Notifications sent directly to the required Local Authority beforeUdig service 24x7

Local Authorities benefited… Through integrating the two processes LA’s experienced 80% increase in number of Road Works Permits Reduction of road re-instatement costs Consistency of information received improved Spatial location of work site provided Ability to identify conflicts and opportunities to collaborate No follow ups Historical record of activity in the road

How a Before You Dig service works today Notification Water Gas Online Request Power Telco Request Confirmation Road Need to create a transition here which makes the visual more impressive. Utility Plan & Road Works Permit Response

How a Road Works Permit process works now… Automated acknowledgement Special conditions if required Contractor accepts conditions Contractor provides TMP Council approves TMP Council issues Permit to Work Contractor advises works completion Council audit of works Warranty period commences Online Request Road Request Confirmation Need to create a transition here which makes the visual more impressive. Request acknowledgement

Auckland City – a Super City Case Study Automated permit approval process 85% Increase in number of Road Works Permit requests 80% of all permits are processed in 2 days (previously done in 15 days) Reduced unauthorised excavations Coordination of excavation activities Warranty monitoring

Auckland City – a Super City Contractor Quick turn around in permit approvals Photos – before, during and after works completed Standardisation of fees Collaborate with other contractors

How we got the Contractors on board… Contractors wanting to know where Gas and Electricity cables are located, now submit road works permit at the same time Engagement early in the process Use of technology to improve processes (Photo evidence)

Where we are at in New Zealand… Today 83% of all Councils have adopted this as a National standard Being implemented Retrospective Emergency works Permit process for Non Planned-Excavation events (Events, Over Dimensional, Nature Strip Mowing etc…)
