The enumerated powers are a list of items found in Article I, Section 8 of the U.S. Constitution that set forth the authority of Congress. In summary, Congress may exercise the powers that the Constitution grants it, subject to the individual rights listed in the Bill of Rights.   To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof. Article I, Section 8, specifies the powers of Congress in great detail. http://www.shmoop.com/constitution/article-1-section-8.html#

Due Process of Law The Fifth and Fourteenth Amendments to the United States Constitution each contain a due process clause. Due process deals with the administration of justice and thus the due process clause acts as a safeguard from arbitrary denial of life, liberty, or property by the Government outside the sanction of law Equal Protection Clause The Equal Protection Clause is part of the Fourteenth Amendment to the United States Constitution.
